Who is in charge of orientation in this country.

Why not sensitise the people on gradual mop up of old naira notes so there will not be panic?

Old naira and new naira will continue existing till the former goes out of circulation naturally.

That is how it is done in sane climes.
Who knows whether they want to use it to make money again.

After all, it's survival of the fittest.
Shame on punishers that says they're leaders.
