The Nigerian Army also operates drones and aircraft. That's most likely what they meant to say without saying.
Sad incident! Army & even Navy operate aircrafts & UAVs. Before operation of drones, there's need for the technology to be subjected to extensive tests, quality assurance & officers must undergo extensive training to avoid unnecessary casualties. There's need for intersectoral collaboration. If a drone is in the airspace, the NAF & NAMA should be able to identify the aerial object & the operator. The casualties could equally have resulted from failure of intelligence. There's need to investigate the incident & get to the root of the matter to prevent a recurrence.

Certainly, there is no issue of not being able to identify the operator of the drone. That was the Nigerian army. The issue has to do with an intelligence failure.
