To me, 4 lawmakers cannot run the affairs of the state assembly. It's no quorum and whatever they think they are doing would be nullified.

4 lawmakers cannot receive and pass the budget. What kind of budget would that be? Where's the quorum? You can see that they couldn't show others in the pictures.
