For answers you have to dial back the clock. Emefiele succeeded Sanusi, he was nominated by President Jonathan. Buhari cabalistic group forced his retention. They also attempted to retain him with Tinubu, but Jagaban refused.

The reason Buhari cabal loved him is he has independent authority over treasury. So that the President is insulated from any liability claims. Cabal used him as accessory to loot while shielding the President from the fallout.
