The beginning of the differences within the Israeli leadership over the plan for the day after the war in Gaza. A verbal altercation and shouting occurred between Israeli ministers and the Chief of Staff of the Israeli Army, Herzi Halevy, after the latter decided to form a committee to investigate the failures that occurred on October 7, when the Hamas movement attacked Israeli towns and military bases in the Gaza Strip. Israeli ministers attacked Halevy for forming this committee, which led to severe tension in a cabinet meeting held on Thursday evening, January 4. Among the selected members of the committee were figures such as Shaul Mofaz, who was a supporter of the “disengagement from the Gaza Strip” plan in 2005, which sparked controversy among ministers. The Israeli Broadcasting Authority said on Friday, May 1, that “a serious verbal altercation took place between National Security Minister Itamar Ben Gvir, Finance Minister Bezalel Smotrich, Transportation Minister Miri Regev, and Regional Cooperation Minister David Amsalem on the one hand, and between Defense Minister Yoav Gallant and the Minister in the Defense Ministerial Council, Benny Gantz.” Army Chief of Staff Herzi Halevy, on the other hand.

The disagreements at the meeting escalated to the point that some senior officials in the security services left the session before its end. Israeli Prime Minister Benjamin Netanyahu supported the position of right-wing ministers and criticized Halevy, saying that ministers must sometimes be listened to, then he ended the session. For his part, opposition leader Yair Lapid tweeted on the “X” platform: “The leaks that came out of the cabinet last night are a disgrace and further evidence of the danger of this government.” Adding, "The State of Israel must change the government and its leader."

The Hebrew media quoted one of the ministers participating in the discussion as saying: “What happened was a disrespectful discussion, and some senior officials in the security services left the session before its end.” Netanyahu's government is being subjected to widespread criticism in Israeli circles, as a result of its failure to predict in advance the attack launched by Palestinian fighters on the settlements surrounding the Gaza Strip on October 7.

On the other hand, Israeli Defense Minister Yoav Galant revealed Israel's plans for the next phase of its war in Gaza, and said that it intends to follow a new, more targeted approach in the northern part of the Strip, and to continue pursuing the leaders of the Hamas movement in the south. The announcement comes at a time when Israel continues to reduce the number of its forces in Gaza to allow thousands of reserve soldiers to return to their jobs after increasing international pressure to shift to less intense combat operations and more targeting Hamas without civilians.

Gallant's office said: "In the northern region of the Gaza Strip, we will shift to a new combat approach that is consistent with military achievements on the ground," in a statement that the office described as clarifying the guidelines that reflect the Minister of Defense's vision for the next stages of the war.
