The Project accountant -Ms. Bridget Oniyelu is a staff of the OAGF and was specifically employed to monitor projects for the Ministry of Humanitarian Affairs . She gave feedback to the Accountant General of the federation independent of the Minister.

Ms. Bridget Oniyelu was reported to have been the person who disbursed funds in the past for the Ministry projects ,and the Minister went ahead to approve funds to be disbursed to her personal account for speed of execution for the Christmas & New Year festivities.

This was a pure process / procedural error Dr. Betta Edu inherited.

The Minister followed the "usual" practice without further clarifications from more experienced civil servants who genuinely could cover her inexperience on the extant laws of public procurement.

The Accountant General was said to have guided the Minister through writing on the extant laws which includes Conditional Cash Transfer through Bank accounts alone.

The Memo got leaked from the OAGF and Boom....All hell let loose.

However, Dr. Betta Edu claims to have a presidential blanket approval for the expense. So let's wait for the investigation to be concluded.

There are those who ab initio felt greatly sored that she gave testimony at Shiloh over her appointment as Minister under PBAT administration.
That bloc was already lurking in the shadows, daggers drawn & waiting for her slip; this NSIPA matter has given this group of her detractors the opportunity they'd been waiting for all along.

It's a welcome development. Only if these investigations can be extended to other ministers. At least before giving ministries moneys,they should account for the ones given to them last year. It's called accountability.
