The policies are always there with successive government trying to modify them in one way or the other, but these policies are never implemented fully to favour the masses. For instance the government of Buhari stopped importation of rice to establish local processing firms and to create employment and to save forex and make the rice cheaper so that masses can benefit. The result of this good policy was nothing to write home about because the price skyrocketed beyond the price of imported ones and the rice mills are not even functioning optimally
