This idea I'm putting forward is from a personal experience here in the USA.

1. Get the cops wired up with a visible device capable of transferring conversations to a recording control room.
2. Wiring of police officers should be done by a visible device attach to the shoulder of every police officer, just like its done in the USA or UK with a visible blinking light to show the device is on and functioning.
3. Tho! citizens have the right to remain silent, citizens should be required to state their names, location, time, police Id (which should be clearly visible) and reason for stop by police which the police would have made known to them upon stopping.
4. Citizens should be empower by law to encourage road users to record conversation btw police officers & road users or citizens.
5. A separate firm should be constituted to handed all incoming conversations btw police and citizens Just like the 911 in America to prevent possible corruption. Such conversation should be publicly accessible by citizens for a fee of N100.00 per conversation. And kept for up to 30yrs if it is not demanded and 50yrs if demanded before it is wiped-out completely.
6. Law requiring and citizen not to obey an un-wired police officers or a wired police-officer whose wiring device has been turned off knowingly or out of such clumsy excuse as dead battery etc.
7. Citizens should be encouraged to sue the police force whenever their rights are trampled upon and a separate fast track court for such should be created. If the police force are constantly made to pay damages for corruption and abuse of citizen's right the head of the force will always make the right decision to prevent future law suit.

Tho! corruption has eaten deep in Nigeria with these simple steps police will have no option than to do their job diligently.

Other ideas are welcome, I am a strong believer that the reason a problem exist is because there is already a solution waiting to be discovered. Anyone connected with members of the National assembly should pls pass this message through, we need the police to stop creating crime and start solving to prevent it from happening.

I don't want to dampen your zeal but the main problem with the police is that they were and still are an enforcement force for occupiers. The colonial authorities designed the force to keep Nigerians under control. When they left the new rulers saw the need for a force to beat down the people and changed nothing. The police force is the only police force in the world without any formal method for checking the officers. In other countries they call them diifferent names like internal affairs, office of proffessional responsibiliy - for the FBI etc.
Look at what the governments do. When they want real police work they carve these functions out of the police- finance (efcc), curoption (icpc), drugs (ndlea) etc etc. The police retain their traditional function of being an occupation force. No one (in government) really cares if "the boys" make a little money on the roads.
