Why is NIMC deducting ₦20 repeated for failed ussd transaction to check for NIN number?

Is this another means of indirectly stealing from the citizens or what's the justification for the deduction?

I need an explanation 😭😭😭

Incompetence should be another word for NIMC. Very useless n inefficient in handling such sensitive data of millions.
