•Banks may sell over $5bn, says official, Cardoso faces Senate Tuesday over naira fall

Amid its fresh moves to stabilise the nation’s volatile exchange rate, the Central Bank of Nigeria has ordered Deposit Money Banks to sell their excess dollar stock latest February 1, 2024.

The new circular would force banks to sell off excess dollar liquidity exceeding $5bn.

The CBN, which made the disclosure in a new circular released on Wednesday, also warned lenders against hoarding excess foreign currencies for profit.

According to officials, the central bank believes some commercial banks hold long-term foreign exchange positions to enable them profit from the volatile movements of exchange rates.

The new circular introduces a set of guidelines aimed at reducing the risks associated with these practices.

In the circular titled, “Harmonisation of Reporting Requirements on Foreign Currency Exposures of Banks”, the CBN raised concerns over the growing trend of banks holding large foreign currency positions.

The latest circular came barely 48 hours after the CBN released a circular, warning banks and FX dealers against reporting false exchange rates, among others.

The new development also came on the heels of the adjustment of the methodology used for the calculation of the nation’s official exchange rate by the FMDQ Exchange.

The top banker said, “Just as some Nigerians prefer to keep their money in dollars because naira is not a good store of value, banks also hold excess dollar liquidity to make gains. They do their own at institutional level.  What the CBN is saying with this new circular is that, you cannot hold excess dollar liquidity again. Any foreign exchange you are holding must be committed to something, a transaction or obligation you can proof. Banks have made a lot of revaluation gains. Some banks, I believe, got approval under the last administration to hold more dollar than the requirement. The idea is that if banks sell all these excess dollars, there will liquidity and the exchange rate will stabilise. Foreign investors will come in.”

The Solution To Nigeria FX Problem

How CBN can tackle raising inflation and bring down usd 1$ back to N200 or N500 at most.

1, For Nigerians travelers ( that needs physical cash BTA)
Asign personnel to Exchange fx directly from the Airport only with requirements like visa and traveling ticket evidence.

2, most of the Exchange fx can as well be gotten from the returning at the airport from those who might want to change their fx.

3. A) all Nigerians that needs foreign currency must open an E-naira accounts. Confiscate and mop up all physical foreign currency trading in the market and issue them the digital currency wallet via the e-naira. They can hoard limited fx if they like but it must be digital on the e-naira wallet and not on the physical notes.

B) Create a dollar, pounds, euro wallet account . (At least the major currency Nigerians are mostly using) inside the E-naira platform where people can conveniently move monies from there enaira account at the approved exchange rate converted to all currency wallets. They can as well convert it back to naira wallet any time as needed.

C) Major importers will have to registered with the CBN and ensure they are truly importers and have their limit increases base on their import capacity. No physical dollar will be giving but digital dollars on their e-naire. Also encourage foreign merchants especially the Chinese to open an enaira wallet for easier transactions. Cbn will need to promote and sell the enaire idea to Chinese merchants.

D) mini importers and others can make purchases online with the enaira dollar mastercards at a minimum limit of 5k or 10k usd a year.

E) flight tickets booking should be done via enaira master cards.

F) school fees or those sending money abroad can use the same enaira cards or crypto currency as it already been done.

This won't do any magic, even if it does, trust me the dollar will rise again faster than Usain Bolt.
The thing is, banks are not the only ones hoarding dollars, literally everyone does it in Nigeria. Think of BDCs, NNPC, politicians, and recently Nigeri'as business moguls such as Dangote.

If CBN does not arrest this issue wholly and proffer a realistic working solution, we will watch the naira set another all-time low price in a few days to come.

Nigerian banks are making away like bandits. Busy declaring over 300% profit when the economy has nothing going on for it. Zenith Bank alone recorded over 400% profit growth.
