Israeli forces are preparing to carry out a ground attack on Hamas in the city of Rafah in the southern Gaza Strip, where hundreds of thousands who were displaced from the north due to Israeli bombing live in miserable conditions.

Prime Minister Benjamin Netanyahu's office said the army had been asked to draw up a plan to evacuate civilians, but aid agencies warned that a military attack in such a densely populated area could end up killing large numbers of innocent people.
