Egypt rejected the statements of Israeli Finance Minister Bezalel Smotrich, in which he hinted at its “responsibility” for the Hamas attack last October 7. The Egyptian Ministry of Foreign Affairs considered it "unfortunate and shameful that Israeli Finance Minister Smotrich continues to make irresponsible and inflammatory statements, which only reveal a hunger for killing and destruction, and sabotage any attempt to contain the crisis in the Gaza Strip." Egyptian Foreign Ministry spokesman Ahmed Abu Zeid said that such statements are “totally unacceptable, as Egypt has complete control over its territory and does not allow any party to insert its name into any failed attempt to justify its shortcomings.” The Israeli newspaper "Haaretz" quoted Smotrich as saying that Egypt "bears great responsibility for what happened on October 7," in reference to Hamas' sudden attack on Israel. The Israeli Finance Minister said that Hamas' ammunition supplies "largely pass through Egypt."
On the other hand, Israel proposed establishing sprawling tent cities in Gaza, with funding from the United States and its partners in the region, before an imminent invasion of the city of Rafah, south of the Strip, where nearly one and a half million displaced Palestinians have settled. The Wall Street Journal said that Israel presented the proposal to Egypt, after Cairo rejected Israeli efforts to carry out a military operation in Rafah, warning it of its "dire consequences." The newspaper quoted Egyptian officials as saying that the proposal includes establishing 15 tent sites, each containing about 25,000 tents, in the southwestern part of the Gaza Strip. The officials explained that Egypt will be responsible for establishing the camps, and their annexes, including field hospitals and temporary water and sanitation facilities. The plan indicates that Israel is planning an imminent invasion of Rafah, despite American and Egyptian fears and warnings, as Prime Minister Benjamin Netanyahu says that the city adjacent to the border with Egypt is “the last stronghold of Hamas” in Gaza. Egypt did not comment publicly on the Israeli proposal, while the Israeli Prime Minister's Office refused to comment on the plan. The proposal came at a time when the Biden administration warned Israel against the army entering Rafah without a detailed plan to protect civilians, while Israeli officials responded by saying that the ground attack in Rafah was necessary to eliminate Hamas. Minister in the war government, Benny Gantz, said, “There is no doubt about a large-scale operation in Rafah,” noting that “Israel will do what is required to allow its freedom of action there, including evacuating residents and preparing the territory for a ground incursion.”
Finally, Egyptian Foreign Minister Sameh Shoukry said that there is a peace agreement between his country and Israel that has been in effect for the past 40 years, and will continue. Shukri added, in his statements, that Egypt will continue its efforts with Israel and Hamas in order to reach an agreement that leads to the release of prisoners and detainees, a ceasefire in the Gaza Strip, and ensuring the entry of aid into the Strip. He also reaffirmed Cairo's position rejecting any forced displacement of the residents of the Gaza Strip, and the liquidation of the Palestinian cause through alleged military operations in the city of Rafah, south of Gaza. Israeli officials are working to allay Egyptian fears regarding an imminent Israeli military operation in the city of Rafah, following reports about “Cairo’s threat to suspend implementation of the Camp David Accords.” In a previous statement issued by the Ministry of Foreign Affairs, Egypt stressed its complete rejection of the statements issued by high-ranking officials in the Israeli government regarding the intention of the Israeli forces to launch a military operation in the city of Rafah in the southern Gaza Strip, warning of the dire consequences of such an action, especially in light of the dangers surrounding it. The risks of worsening the humanitarian catastrophe in the Gaza Strip.
