Few Questions About How Tinubu Is Implementing The Orosanya Report by Built2last: 3:43pm On Feb 28
Earlier yesterday, Femi Falana stated that Orosanya's report is outdated.

I have carefully thought about this Tinubu’s purported implementation of Orosanya’ s Report.

Here's my thoughts

They are not scrapping the agencies. They are merging some of them that have similar functions to operate under one directorate instead of operating in silos - which is good.

However, this administration already created new agencies and has the highest number of ministers since 1999.

Hence, this merger looks more for the optics than a sign of seriousness.

The announcement is simply closing buildings and moving people over to another building. That's what it looks like. Their budget won’t necessarily reduce because same people are now under one agency doing same thing.

A few questions comes to mind with the supposed mergers

Who is to monitor the mergers and implementation to ensure its full implementation?

What is the timeline when they must have completed the movement?

How much will government save if this is fully implemented?

Will the ministries and agencies leave out their budget for 2024 already or return funds if already allocated?

We really have a problem with planning. It looks to me like because in the last few weeks people have been asking for implementation of Orosanya report or Jonathan's 2014 CONFAB report. Boom, someone picked up Orosanya report, told Tinubu its being asked for in the media and they announced it without details of its benefits.

We will wake up 2025 and discover that certain ministries have not moved because no one knows when and how it will happen.

After scrapping everything, if they don't stop their reckless spending, nothing will change. It is just the way subsidy removal has proven to be useless because the gains from it have been spent on frivolities like sponsoring pilgrimage.

We need details of the value saved from these mergers in terms of time and money as the intention of that report suggested.

Efficiency and Productivity metrics to be precise.

But alas na from basket A to basket B movement. Work done = 0

If you just say agencies are merged without providing details of the implication in cost savings and productivity enhancement to the government.

You create gaps for people to speculate about the benefits of such actions.

Moreso, citizens are unable to hold you accountable, if such benefit(s) is not visible or impactful.

The government needs to provide complete (end to end) information, the first time. Not waiting for people to push back before supplying additonal information that will look like an after thought.

There are a lot of halves and quarters which stimulates doubts.

Tell us....these are the agencies we are merging, overhead is expected be reduced by X amount, productivity or deliverables to improve by 'X' 'Y' and 'Z'

Then people can monitor and subsequently verify if truly the mergers produced results as expected or raise observations if otherwise.

I dont seem to understand the Gaslight and lies by tinubu warriors.
We need real tangible actions not on tge pages of newspaper.

Up till this minute tinubu has done nothing order than what GEJ and Pmb.
GEJ whose tenure produced the report did not even make noise about it.
Pmb who tookover did what tinubu just did and there was no noise. There was no implementation.

I am wondering what tinubu has done about the same report.
