The first one. It's tonal, so the first syllable is pronounced differently than the second syllable.
The first "To" sounds like "toll" pronounced with high pitch, while the second "to" sounds like the way you'd sound if you pronoun "to" in "going to".

I blame the administration of Goodluck Jonathan for allowing terrorism brew under his watch. With the information available to him, He would have exposed the political culprits in its early stages, brought them to severe judgement, created a landmark punishment to deter anyone in future and silence terrorism once and for all.
Obasanjo administration wiped a whole community that killed 12 policemen in Odi massacre and was letter told to pay ransom.
