Buhari didn't do it. Buhari focused on the north. The North has about 3 geo political zones. But Tinubu is just roaming around SW. Which has only 6 states. I don't know if you're understanding me. Even if he doesn't want to shift anything to S.E.... S.S is there. He should form SS and SW govt.... Atleast, it will sound better
