For instance, civil defense could be merged with police since their functions are similar. Then some of their staff would be absorbed and rest sacked.

In the case of military university in Borno, it could also be deemed as unnecessary since there is a federal university there and there is another military university in Kaduna. So, those other institutions can effectively do what that one in Biu can do. So, they would absorb it as a faculty and manage it with funds allocated to them instead of spending huge amounts trying to maintain as an independent institution.
