Guy Budget padding is legal

The president is supposed to send a bill then the senators deliberate on that bill.
The opposition party is supposed to force the other senators to add or subtract something on that bill.

If you don't have an opposition then those in power will add money for something else.
And the president will sign it into law.

It's that simple.
Budget padding is legal.
Now you people talk as if it was Akpabio that added all those things in the budget, did the budget not go through first reading or second reading..that budget was given in hard copy to all members of the Senate. Did they not read it before voting on it?
