1.does that means no more Housing Allowances for them?

Building quarters for commissioners of a state is same as building civil servants their quarters. It's not a liability to the state. That's because future governors can slash their salaries on the basis that accommodation is already provided, thus saving the state some money (no accommodation allowance).
