It's not confusion, it's a normal thing to have as the President of the country and Rivers is a state in Nigeria.

Wike is currently the highest public office holder from Rivers State currently and if the government of the day wants to court the federal government, he's the shortest route. This is politics where interests overrides emotions

The event did not take place in one of their State. It is Rivers State, a south-south state but not southeast. So the event wasn't for the distribution of drugs.
