You are the one who lacks understanding of the law. There is a right against self-incrimination. The police will always tell you "You have the right to remain silent"

From my knowledge of the dynamics of governance in local communities that are practically cut-off from the capital city, I'd dare say the community leader that was arrested knows about the activities of the militants within his domain. Also, he wields no authority over the militants as he necessarily has to be in their good books to retain his position as chief in that community and also keep whatever peace is neede in his domain and also development that may come.

Communities cut off from capital cities are usually backward in nature and a different set of rules apply there. For example, People will rather report inter-personal grievances to known militants or cultist that security personnel, that is if there's any securry personnel there even. In such environment, you cannot and should not expect civilty seen in more developed and easily accessible places.
