To me and in all sense of it, the coastal road is a monumental fraud and should be restricted.

If the federal government is interested in infrastructural development of the coastal states and earmarked 15 trillion naira to the project, a better option is to divide this money into the 8 states which is roughly 2 trillion naira.
A committee set up by each of these states are then mandated to reach out to the different communities to seek for a more and beneficial infrastructural need. These needs would then be rated by it's hierarchy of importance and significance to the state.
The FG duty will be to monitor and ensure that the funds are disbursed to be used for the sole purpose of the infrastructural development which the states have chosen.
I think, this is would give the states and people a sense of participatory governance.
2 trillion naira can do a whole lot for some states instead of wasting it in the guise of a sham coastal road

It's more than that.

They have roads that lead in and out of their SE.

They hate this project for reasons more deeper.

They hate this project because it will help empower the SS economically and thus see the good people therein more integrated into the Nigerian project and less susceptible to Biafra propaganda. But the most important reason why they hate it, is that such a laudable project will open up lands in the SS that they in the SE see as theirs in a future Biafra expansion and annexation of the SS. It will be harder to displace entire cities and towns than small settlements and villages like the case was during the civil war where biafran soldiers marched entire villages and small towns in Rivers out of their communities to be never seen again.
