The climate is temperate, wheat would grow easily here. Not only Nigeria all African countries need wheat to make bread. We are talking of strengthening the Naira perhaps this is one way of doing something positively.

Why are all those SA and SS advising the FG government not thinking of such initiatives.

Everything still boils down to production but emilokan said na statistics we go chop, and prefers oluwole approach dollar went from 1900-1200 yet things were going higher in the market

The lands belong to the states. Only the governor can do what you're asking for

Stop all these noise of consumption to production rubbish.
Even the yes daddy that brought this nonsense mantra was only able to produce hero beer during his 8 yrs term as governor, an investment that is already next to zero (according to the current governor of anambra state).
The man advocating consumption to production is also among the major importer in Nigeria.
What an irony!
I am not saying Nigeria should not produce but we must not produce everything before we can progress as a nation.
We only need to focus mainly on what we have the most comparative advantage to produce with seriousness.
If Nigeria government can increase their oil export and block every loop holes that encourage oil theft as well as put all our local refineries in good shape such that they can produce the refined oil that meets our local demands and even export refined oil products. The fx generated alone from oil is more than enough to reduce the pressure on naira to the lowest minimum.
We don't need to produce food stuff for export. We only need enabling environment to produce such that is OK for consumption. Same with other consumables.
After all, what was Nigeria producing when dollar was 219/$?

They can buy it from the state government now. Because I know state governments most times do not have capacity.

I dnt blame you and your Agbado master, do you know how many companies that has left Nigeria from 2015 till date ? They re more than 100, but blind ethnic sentiments won’t let you see that, at this 21century you re still talking about oil, when countries re gearing up to go fully on renewable energy by 2030, unfortunately you can’t see that, ask your self why dollar went from 1900-1200 yet price of both imported and local things re going up, they floated the dollar and removed subsidy at same time and when dollar was almost 2k they found out they made a mistake , now they re defending the naira again(buhari style) of borrowing from cbn, his ego made him took harsh decisions without wide consultations, if production is not good , they should keep importing petroleum products and not revamp the refineries, sheeplikes begets wolflikes as leaders , I don’t blame you at all , you lack objective judgement with reality on ground, no miracle or prayer can take Nigeria anywhere , we must go back to production,when 50% of your youths re unemployed and hungry it’s a disaster in waiting for any country, small and medium enterprises must be supported by the government , a country that can hardly generate 3000mg wats of electricity for 200m people, Egypt and South Africa re generating 50k mega wats for less than 50million people, and same agbado want to spend trillions on new coastal road that will not be finished in next 30yrs, while the existing road from same Lagos to Calabar is an eyesore, instead of investing that trillions in electricity production to boast our economy ,misplaced priorities by this govt is just avenue to loot money

What have they done with the money saved from subsidy removal? Nothing, but they've increased electricity tarrif for bandA consumers and left other Nigerians in bandZ to rot away
