Criminals parting themselves on the back for a crime well done. The point of the bill is to make it possible for them to put ALL stolen wealth in the names of their wives while declaring to the public that "they only have ONE pair of shoes". It's not that the current system isn't working for them. They are just too lazy to bother hiding their LOOTS.
