Find a known city metro of similar size find out cost of running it... Say wage is 60% so you take 50% of that since wage is cheaper here that would give you an estimated cost of running Abuja metro

Then you can divide that but 100,000 or 20,000 which ever number you like

Rail transport systems are most expensive to establish. They are first built in areas where the returns are quick to come. The returns are then invested in less profitable areas.

You can use revenues from crude oil in the Niger delta region to build modern development infrastructures in Sambisa forest, sustain the infrastructures with proceeds from crude oil, but avoid building similar infrastructures in the Niger delta region, because you won the civil war against Biafra. That's not far different from what Nigeria has been doing since 1970. In saner climes, railway lines are built first in areas where they render quick profit; the profit gets used to multiply such railway lines in lesser endowed areas.
