Opening a Google Developer Account is not so difficult.

Just head to Google Play Console: https://developer.android.com/distribute/console

Sign in or Create an Account: You'll need a Google account (Gmail or GSuite) to proceed.

Fill out the Developer Account Form: Provide details like your business name and address.

Review and Accept Policy.

Pay the Registration Fee of $25 (It's a one-time fee to activate your developer account).
For the payment, you need a dollar card (you can get one by signing up to Chippercash and creating a Dollar Card.

If you don't have enough funds to own one, I have a functional account to help you host your app at an affordable rate.
