First you need a BUSINESS plan and research the market to learn how viable your idea is. I do not own a cell phone as I am old fashioned in that way so I do not know if people would like to print GSM pictures from there phones at all. But I would think there could be people out in here who could help you with the market research you need.

first get a photo printer, then insure you can be able to connect the phone to your computer via bluetooth, infrared, cable etc, have any graphical package (e.g. coreldraw, photoshop etc) install on your computer for photo editing. finally, if you do not know how to use the installed graphical package to edit picture, go learn it.

I wuld recommend u get a HP ALL in one series . . They are very good for this kind of biz, bh can act slow atimes. .
You need a compatible computer, Compatible in the sense that, it has all the necessary hardware devices to connect to mobile phones, cameras, e.t.c

The devices are Infra-red & Bluetooth chips . .
USB 2.0 ports ( to speed up transfers)

Fax Service (I doubt u will use that)
