I beg to disagree on that 4 as the answer.

The answer is 24.

9+5 =16 This means you can replace 16 with 9 + 5, since they are equal in this context.

13+7 = 36 also same here. 18 is half of 36. If 36 is (13 +7) in the context, then 18 is half of 13+7. That's (13+7)/2

(By method of substitution)
18 + 16 = ((13+7)/2) + (9 + 5) = 10 + 14 = 24

The question says If 9+ 5 = 16, not if 9 - 5 = 16. The if was an assumption, so we work with the assumption. No where it was assumed that 9 - 5 = 16 on the question.

Your answer may be correct but did the initial question followed mathematical logic?,,I do not think it's logical to expect one to begin to change the mathematical signs from the original form to solve questions as there are mathematical rules as to when signs can be changed,like crossing the equal sign but in this case there was nothing like that.

3. For 13 + 7:
