wonder shall never end. you need skillfull programmer and you want certification and must be a graduate. maybe you should consider because the best guys out there do not posses your requirement. Or you want to be like e-transact that will require the age of 33 and above?

Real skilled programmers do not need to posses that type of qualification you spelt out. Instead, ask quy the type of projects they have worked on in the past; and of course go ahead and verify them.

Would help if you were specific about the programming languages required on your project. Besides experience beats qualifications everytime.
