I am writing to formally report serious acts of corruption, extortion, and abuse of office being perpetrated by DCC Innocent Amaechi, the Officer-in-Charge of Awka Custodial Centre, Anambra State.

The following allegations are based on credible insider information:
1. Extortion for Provost Positions.
In January 2026, DCC Innocent Amaechi dissolved all provosts (cell leaders) across the twelve cells and demanded that inmates re-apply and pay a minimum of ₦200,000 each to regain their positions. As of 4th February 2026, at least 12 inmates had paid amounts ranging from ₦200,000 to ₦5,000,000 in cash directly to the Officer-in-Charge.
Notable payments include:
Nnamdi Emeh: ₦5,000,000 (B2 Provost) plus ₦3,000,000 for permission to operate commercial businesses inside the facility.
Several others including Bond, Ebuka Obeleagu, Abada, Jude Onizulike, Nonso, Janter, and Honourable from Amawbia: ₦200,000 to ₦300,000 each.

2. Daily Illegal Collections from the Welfare Section.
The Welfare Section remits ₦50,000 daily to DCC Amaechi. This money is generated from illegal activities including a 10% commission on all money deposited for inmates by relatives, and monthly rents collected from officers and inmates engaged in hawking inside the facility.

3. Extortion of Visitors.
Contrary to Circulars issued by the Controller-General of Corrections expressly prohibiting extortion, visitors to Awka Custodial Centre are forced to pay between ₦900 and ₦2,000 before being granted access. This includes:
₦500 at the outside beat (Controller's quarters)
₦500 at the Arms Unit gate
An additional ₦1,000 for a "special visit" in certain cases.

4. Favouritism and Security Risk.
Inmate Nnamdi Emeh, known for cult-related activities across various facilities in Anambra State, was awarded the position of B2 Provost following payment of ₦5,000,000. He was also granted permission to operate a supermarket and commercial fast food business inside a cell housing approximately 50 inmates. This constitutes a serious security risk and a gross violation of correctional standards.

5. Punishment of Inmates Who Demanded Refunds.
Inmates who paid for provost positions and subsequently demanded refunds — including one Ogbonna Kingsley, also known as Gmoney — have been subjected to punishment and movement restrictions within the facility.

6. Extortion of Staff Members.
DCC Amaechi compels staff members to make monetary contributions whenever senior officers such as the ACG or Controller of Corrections visit the facility.

Summary.
These actions have effectively transformed Awka Custodial Centre into a commercial enterprise rather than a correctional facility. The situation has created serious tension among inmates and poses a significant threat to security, discipline, and good order within the Centre.

Previous investigations by ACG Zone M appear to have been compromised or rendered ineffective.

Request.
I respectfully urge the Nigerian Correctional Service headquarters, the Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices Commission (ICPC), and all relevant anti-corruption agencies to conduct an urgent, independent, and thorough investigation into these allegations. If substantiated, appropriate disciplinary action should be taken against DCC Innocent Amaechi, and all illegal practices stopped immediately to prevent a breakdown of order and security.
