i honestly see no sense in criticising Amosun for this wonderful decision of his. Why should a state like Ogun still recovering from Daniel's mismanagement have two public universities among several institutions (private/FG). Its a big drain to the purse of the state. Instead, he has decided to merge them together for effective management.
As at the last count, below are some of the universities/ higher institutions being hosted by Ogun.

University of Agriculture, Abeokuta FG
Covenant University, Ota PV
Bell University of Technology, Ota PV
Olabisi Onabanjo University, Ago Iwoye ST
Redeemer's University (RUN), Redemption Camp of The Redeemed Christian Church of God, Mowe PV
Babcock University, Ilisan Remo PV
Tai Solarin University of Education, Ijebu Ode ST
Crawford University, Igbesa PV
Adetokunbo University, Sagamu PV
Crescent University, Abeokuta PV

Remember that the list above does not even include the polytechnics refereed to in the report
U

U have not add Caleb University

Some officials and sympathisers of Ogun State Governor, Senator Ibikunle Amosun, have persisted in spreading fallacies about TASUED. We are prepared to continue our public enlightenment programme about the wrong decision made to scrap the university.

The following is Part I, expect part II later today. But they should please stop abusing people. We are presenting facts. They should counter us with facts, if they have ANY:

More facts on Tai Solarin University of Education (TASUED)

In the press conference addressed by the Commissioner for Education, Mr. Segun Odubela, and Information counterpart, Alhaji Yusuph Olaniyonu, on Wednesday February 8, 2012, they gave reasons why TASUED was scrapped and downgraded to an Institute of Education to be merged with OOU.

REASON 1. “Most of the courses being offered in that university are completely outside the vision and purpose of the setting up of that university which was mainly a university of education.”

THE TRUTH:
There is no degree awarded in TASUED that is not a degree in Education. At inception in 2005, the National Universities Commission (NUC) endorsed an academic brief of 46 academic programmes for TASUED to give the university a license to operate. But today, and contrary to the fallacies being spread by SIA's Government, the university is running just 32 programmes. The degrees awarded are B.A Ed in the College of Humanities, B.sc Ed in the College of Sciences, B.sc Ed in the College of Social and Management Sciences and B.Ed & B.sc Ed in the College of Applied Education and Vocational Technology.

The VISION of the university is “to be the preferred university of education which will excel in preparing educators who will be leaders in all spheres of the discipline.“

The MISSION of the university is to enhance the quality of teaching and learning and continuously update the methods and knowledge of skill providers, etc.

REASON 2: “The university has lost focus … they have more students on courses completely unrelated to education … even not up to 40% of the courses related to education.”

THE TRUTH
As explained above, the focus of the university is education, education and education. Degrees awarded are all in education.

REASON 3: “This special education gulps a lot of money from the government, definitely I will not say its not also one of the reasons”

THE TRUTH
While it is true that tertiary education is not cheap, however the state is not spending too much on it or on TASUED. Ogun is the only state that has a formula of 70 : 30 ratio for paying salaries, i.e. Government pays 70% and the universities pay 30% which they must source from their internally generated revenues (IGR). Using this formula, Govt pays TASUED N61m every month (unlike UNAAB where FGN pays N354m, UNILAG N621m and UI N752m or state owned DELSU N368m just increased to N500m in 2012). In spite of this, through prudent management of IGR, TASUED has been able to pay salaries up to December 2011, even when the salary bill had climbed up to N130m a month (because of the approved ASUU salary structure of 2010), of which the government still pays the N61m, but owing the university N643m before June and N91m between June and December 2011 when the administration came into Government.

REASON 4: “The main reason is that we want to have a first class university not a university that at every function they will be confronting you, look what are you doing in your university?”

THE TRUTH
TASUED is a flagship in helping to make Ogun State have a first class university. There are 117 universities (Federal, State and Private) in Nigeria today and in the latest ranking done by the world acclaimed and Europe-based International Webomatrics Centre which ranks all world universities every year and which NUC also relies on, the seven year old TASUED was ranked 30th position, unlike OOU which was ranked 56th and which Govt wants to merge TASUED with.

On the issue of TASUED confronting Government at every function, since the Amosun administration came to power, Management of TASUED and other tertiary institutions have been invited only three times (a) at EXCO to brief HE on state of the schools (b) at State Treasury board to defend the 2012 budget and (c) at the House of Assembly to defend the budget. On the first occasion, in response to the Governor’s comments that OOU had gone down the drain in standard or accreditation, enrolling too many students, not releasing results of exams until 2 to 3 years after being taken, OOU was asked to respond and she did and TASUED was also asked to respond and TASUED presented evidence that it had 100% accreditation by NUC for all courses on offer; that while NUC gave to TASUED an admission quota of 3500 which the university can have an approved student population of 3500 x 4 or 14,000, the university has 10,212 students, while Government still owes the university N643m unpaid salaries. At (b) and (c), the same issues and also the fact that the new government is owing an additional N91m in salaries were articulated to Government and Legislature with tones of courtesy and plea. Does that amount to confrontation?

REASON 5: “Don’t forget most of these universities are overstaffed … you have 400 students and 400 staff.”

THE TRUTH
As at today, TASUED has 272 senior academic staff and 10,212 students

CONCLUDING REMARKS
There is a fundamental need to distinguish between a college of education which offers NCE programmes to produce teachers who can teach in primary and junior secondary schools and a university of education which produces teachers who can teach at secondary schools and lecturers who need only first degree to teach or lecture in colleges of technology, polytechnics, schools of journalism, colleges of education etc. Therefore the curriculum of a university of education is naturally more encompassing or broader than that of a college. That was made known to the members of the Visitation Panel when they asked why five programmes (Mass Comm, Geography/Transport Planning, Social Work and Petroleum Science, Industrial Chemistry) are on offer. In terms of best practices, where Visitation panels recommend a few or some courses be not offered in a university, what is usually done is to find a time line for phasing out such few programmes, not SCRAPPING the university.

There are, of course, Universities of Education in different parts of the world offering some courses not directly in education , e.g. Anthropology, Executive Nursing, Audiology, Blindness and Visuals,, Nutrition, Leadership Policy and Politics all offered by Teachers University/College, Columbia, USA; Joint MA Law and Education in Stanford University, Social Work in Indiana State University Fac of Educ, Leadership Studies, in Univ of London Inst of Educ, BA Music, BA Graphics in University of Education, Winneba, Ghana etc
The Federal Government through a new policy alongside of international best practices for curriculum or programmes in universities, as announced by the Hon Minister of Education on March 12, 2011 directed that specialist or curriculum mono-track universities, like universities of agriculture, technology , education etc can expand their curriculum to multi-track like conventional universities while retaining their core competences in their specialist areas. No wonder Univ of Agriculture in Abeokuta now has a full Engineering Faculty and is also establishing Faculty of Law in 2012.

In 2011, ETF proudly presented some PhD holders in different fields in social science, science and engineering who were sent to England for postgraduate programmes in education so that they can become better lecturers and challenged Nigerian universities to do same. TASUED responded she was already producing teachers and lecturers who had such training in education and can teach beyond secondary school level . She was commended and others were asked to emulate such. Today UNILORIN has just advertised a similar programme.
