Though, you are not clear enough, but I could deduced that:

Your internet explorer is not browsing;
Solution: Reset your I.E to default settings, make sure that "no proxy" option is checked in internet option settings.

In the mean time, you can install any other internet browsers like Opera, Mozilla, Google chrome etc on your system. Remember to set it as your default browser so as to direct you to a link to activate your antivirus.
