You have to configure WAMP to listen to another port because IIS is already using the same port as WAMP which is port 80.
eg port 8081
then you can access your WAMP using http://localhost:8081

And to your question - turning of IIS ?
Go to control panel > programs and feautures >
By the sidebar you'll see add or remove windows component
And then deselect IIS

iis and wamp can't run on same port. What u do u is either assign port 8080 to iis and port 8081 to wamp. Steps:for wamp/apache i.e i'll assign port 8081 to wamp server, goto httpd.conf and change listen 80 to listen 81 . Then to access , you type http://localhost:81/index.php in your address bar. It has worked 4 me.
