It can be really frustrating; I have similar challenge at home, but this one is about cleanup of environment and occasional clearing of the drainage. But this MOFO neighbor with grown children are too dirty and does not participate in the exercise. The problem is the close proximity of the gutter to my windows, the dirty water they discharge will pass along the length of my backyard before finally draining into the main gutter outside he compund and we are just three people in the compound but the one upstaires does not usually wash or discharge their water downstaires.
I have complained and even reported them to the landlord but HELL NO they aint playing along, the thing tire me and I don't know what else to do. If I don't open the occasional blockade water will not flow and can atract moquitoes and smells too.

Some folks even suggested I fvck the daughter or wife as a payback... funny

That shit can be so annoying, I had similar experience few weeks ago from next compound neighbor, but I decided to hold my cool for a while before taking any action due to Nigeria's present conditions and from what I learnt she and her family moved into the hood newly. their building is a 4flats building. This happened for about 4 months and I already called my lawyer for advice, we scheduled a meeting, but I was reluctant to attend but luckily on one Sunday morning I overheard a voice I suspect to be the caretaker kinda warning her to stop smoking the environ.
That was the last time I perceived the annoying smoke. So OP it depends on your environment, it might be offensive in some area but normal at the another. Tread carefully and consider reporting to your landlord.
