If Nigerian government is serious about fighting crime it is very easy. Input everyone details, fingerprints, biometrics, eye scan etc into national id, drivers license, police records, banks data base, INEC database, judiciary database, police , DSS database etc and harmonize the whole systems that it will replicate almost same things banks use and you experience when you go to withdraw money.
