I understand the mischief they are trying to cure, but NOUN should not be subjected to JAMB, a mammoth institution which had long outlived its usefulness. This move defeats the purpose and spirit of which NOUN was created. NOUN should be empowered to ensure credibility of its enrollment process, not chained to another agency. Flexibility is crucial.
