The United Nations' World Health Organisation has announced a second case of Ebola infection in northern Democratic Republic of Congo (DRC) after identifying over a dozen suspected cases in the past seven days. The last outbreak of Ebola in the DRC was in 2014, when 49 people died. On 21 November 2014, the WHO announced declared the Ebola virus disease outbreak was over, 42 days after no new cases had been detected. On 12 May, the WHO declared an Ebola "epidemic" after one person, who tested positive to the Ebola virus (Zaïre serotype) in a laboratory, died in Likati health district (Aketi, Bas-Uélé province), some 1,400km from the capital Kinshasa. Since then, there have been three Ebola-related deaths and 11 suspected cases. Health agencies and organisations, including Alima and Médecins Sans Frontières/Doctors Without Borders (MSF), is reportedly trying to reach the outbreak area. Quoted by RFI, Alima's head of mission Régis Biosel said that the deployment of teams and equipment is hindered by the hemmed-in position of the outbreak area of Aketi, the north-east territory where the new outbreak is believed to have occurred. The first difficulty is that we are in areas where there are absolutely no road. All-terrain vehicles cannot pass, so most of the connections are by motorcycle or by boas. So we can transport people, but transporting equipment is always a challenge. And countering Ebola means a lot of material," Biosel said. "We are already deployed in Buta, a city that is not affected at all, but which will serve as a logistics platform. Then, within 72 hours, we are hoping to reach the medical staff who is currently active with the patients in very precarious conditions." It generally takes two to three days to reach the area from Kinshasa. The area's isolation, however, is also a factor that may limit the spread of the deadly virus, Biosel said. "In fact, these are areas with very low population density, where people live a little in almost complete self-sufficiency in the forest. There is little exchange and this is what allows the virus not to spread too quickly." This is the eighth Ebola outbreak in the DRC since 1976. The last outbreak in DRC in the Boende region was unrelated to the current outbreak of Ebola in West Africa, which killed more than 11,000 people. The Ebola outbreak ravaged nations' economies, leaving young people unemployed and homeless in Liberia, Sierra Leone and Guinea.

A former Minister of the Federal Capital Territory, Bala Mohammed, was on Wednesday remanded in the Kuje Maximum Prison over allegations of fraud. Mohammed was arraigned by the Economic and Financial Crimes Commission, EFCC on a six-count charge for alleged abuse of office. He was brought before a High Court of the FCT for alleged involvement in the collection of gratification to the tune of N550 million, while in office as minister. He is also accused of failing to declare properties belonging to him. An Italian mayor is offering to pay €2,000 to anyone willing to move to his village to stop it becoming deserted. Daniele Galliano is trying to bolster the population in Bormida, a mountainous region in Liguria, north-west Italy, where just 394 people live. He has floated the idea newcomers could pay just €50 (£42) a month to rent in the village alongside the welcome lump £1,700 sum. The village has become somewhat of a ghost town as young people move out to the nearest cities to find work. Mr Galliano said on his Facebook page the low rent scheme could be ready to be rolled out in a couple of months and would need approval from the local council. An 18-year-old man has invented a bra designed to detect signs of breast cancer, an invention he says could save the lives of millions of people. The "auto exploration bra", developed by Julian Rios Cantu, contains 200 sensors that spot early signs of cancer. He was inspired to invent it after his mother's breast cancer resulted in a double mastectomy after years battling the disease. The bra only has to be worn for one hour a week, so it doesn't interfere with daily life. After its sensors map the surface of the breast as well as texture, colour and temperature, it relays the data to a computer or smartphone app via Bluetooth, where it is processed by a neural network. Heat sensors are able to detect blood flow, which often suggests that blood is feeding cancer cells. Over 50,000 women are diagnosed with breast cancer a year in the UK, and one in eight will develop it at some point in their lifetime. Detecting it early is crucial but often relies on self-examination. In Mexico, getting a mammogram is often a difficult and lengthy experience, with only 9.5 mammography machines per million people, according to the OECD. Rios Cantu's company, Higia Technologies, has now won the top prize at the Global Student Entrepreneur Awards, which carries a $20,000 (£15,500) prize. The company says it is "devoted to boosting women's quality of life by attaining a professionalisation of the self exploration method for the early and effective detection of breast cancer". imbabwean President Robert Mugabe, 93, has traveled to Singapore to receive medical treatment, state media reported on Tuesday. According to The Herald, Mr. Mugabe left Zimbabwe on Monday to receive a “routine medical check-up” in Singapore. He is scheduled to return on Saturday for the burial of former Zimbabwean Chief Justice Godfrey Chidyausiku. AFP reports the Zimbabwean strongman, who has ruled the country since 1980 and is seeking reelection next year, routinely leaves the country for medical treatment. His last medical vacation was in March. Mr. Mugabe regularly falls asleep during meetings and has difficulty walking. But despite the president’s old age, the ruling Zimbabwe African National Union - Patriotic Front (ZANU-PF) nominated him to run in the 2018 presidential elections.
