2013 - 06 - 12 INAUGURATION OF THE NEW POLICE SERVICE COMMISSION BOARD MEMBERS President Goodluck Ebele Jonathan GCFR today directed the chairman of the Police Service Commission Mike Okiro to purge the Nigeria Police Force of top officers who do not merit their ranks. Jonathan gave the directive at the State House in Abuja after swearing in Sir, Mike Mbama Okiro IGP (Rtd) CFR, NPM, mni, as the new Chairman of the Police Service Commission and five other members including Hon. (Dr.) Olufunmilola Adekeye, JSC (Rtd), CON, Yakubu Mohammed DIG (Rtd), NPM, mni, Hajiya Aisha L. Tukur, Comfort Obi OON, FNGE, and Chief (Dr.) Tonye Anyim. The president said “And that is one area I believe you will go into. People who are promoted to assistant police commissioner and above must merit the rank. If you don’t merit the rank you should be retired from the service because it is better for you not to have enough manpower than for you to have viruses and all kinds of characters in the Police Force,” He further revealed “When the Police Headquarters was bombed, some people came to me and say Mr. President, sack all police officers working in that place from Assistant Commissioner of Police and above. I did not sack any because of that incident, but that was the advice I got,” But President Jonathan stressed his reasons thus: “I believe there are two things. One is the issue of discipline. So, one of the responsibilities of the Police Service Commission is to instil discipline. Another thing I believe is that people who have no merit to certain ranks are being promoted to those ranks. “One of your (PSC) responsibilities is to handle promotion. I believe with you (Okiro), only those who merit or deserve promotion should be promoted. Those who deserve to be disciplined or dismissed must be disciplined”. The president said the Federal Executive Council, may in the next one or two weeks, look at the report on police reform in order to come up with a white paper. “We give you privilege to look at that document before we come out with a white paper. So that if there is a suggestion that you will bring, you bring it so that it will be part of the white paper since you are the one to manage the police,” he told the new commission chairman. After the swearing-in ceremony, Sir, Okiro said the Police Service Commission would look at the extant laws and see the areas where it is supposed to act to reform the police. On why the police perform better outside, Okiro said:“The reasons are far reaching. One, you can find out that the environment is different, the people are different and also the equipment and all of what to work with. “The Nigerian Police officers while rendering service outside this country under the United Nations they give them the wherewithal to do the work.” Okiro lamented that Nigeria Police Officers are not motivated to perform. “From ACP up they are not feeling very happy. Many of them have no houses, the morale of the police is quite low, they need to be motivated, and you have to look into what to make them perform optimally.” The new Chairman in his speech solicited the continued support of the media, the youths and all well meaning Nigerians in this arduous task of revamping and re-invigorating the entire Nigeria Police towards repositioning the Force for greater efficiency and effectiveness in containing emerging internal security challenges, and indeed providing a safer and secured environment for meaningful socio-economic development in the nation. Finally, on behalf of himself and other members of the Police Service Commission, he pledged that they will do their utmost best to take the Nigeria Police Force to the next level. He pointed out that the Nigeria Police Force used to be acclaimed as the “best in Africa”, and that together with the support of all, we can reclaim our pride of place. |

Delex 012: Great ICT Officers, PSC chairman resumes work on Monday. Our appoitment letter have been slgned and our training duration is 12 months. The delay in training is due to the absence of PSC Chairman, very soon PSC will call us for training. Glory be to God. IT IS WELL WITH US.Thanks 4 d info! |

History of Police College Abeokuta The College was established in the year 2006 during the administration of the then Inspector General of Police – Tafa Balogun. It was fully commissioned on the 10th May, 2007 by the then I.G.P Sunday Ehindero. The College, at inception, was under “F” Department, Force Headquarters, Abuja but in the on-going Force re-organisation, the College is now under “G” Department (ICT) Force Headquarters, Abuja. CURRENT STAFF STRENGTH The College has strength of forty six (46) officers comprising 11 SPO’S, 4 Inspectors and 31 members of Rank and file. There are also (22) Twenty -two Civilian Staff. LECTURE HALL FACILITY The College has a block consisting of four (4) classrooms. But one out of the four was converted into laboratory for the installation of about twenty – five (25) computer systems. The remaining three classrooms are used by the course participants during theory lessons. The College also has a laboratory where computer systems are installed for practical lessons after the course had received background knowledge during their first two (2) weeks on arrival. TRAINING CAPACITY The College with its three (3) classroom facilities and about eleven (11) teaching staff as well as over sixty (60) installed computer systems can conveniently and effectively accommodate for training of about sixty (60) to seventy (70) course participants. OFFICE ACCOMODATION. There is an Admin Block which accommodates the whole staff of the College, and a separate office for Works Department. Other facilities are the dining hall, clinic, kitchen and quarter guard. ACCOMODATION. There are three hostels in the school – one for female, one for the male and one for SPO’s course participants.There are also the Commandant quarters, three 3- bedroom flats for Inspectors and eight 2- bedroom flats for the Rank and File which accommodate the College Staff. As at now, SPO’s quarters are under construction. ADMINISTRATION. The pioneer Commandant of the College was CSP Festus Odunayo Orimolade who was later promoted as an Assistant Commissioner of Police on 8/8/2006 and later retired on 1/11/2009. Thus, it is imperative for modern law enforcement agency to have the capability to manage electronic databases and communication systems as global crime has become more sophisticated. The department is headed by DIG A.O. AKANO SECTIONS OF 'G' DEPARTMENT (ICT) • Force Communication; • INFOTECH Section from ‘F’ Department; • Police Computer College, Abeokuta, ‘F’ Department; • Communications Training Schools in Kaduna & Ikeja; • Police Biometric Central Motor Registry (BCMR) from ‘B’ Department • Automatic Fingerprint Identification System from ‘D’ Department • Tracking & Intercepting Device Unit from ‘D’ Department OBJECTIVES OF ‘G’ DEPARTMENT (ICT): • To develop an ICT Policy for the Nigeria Police Force in line with National ICT Policies such policies on procurement, use and maintenance of ICT equipment • To develop and empower the Nigeria Police personnel with ICT skills for operation efficiency and improved service delivery • To provide tools that will help accomplish efficient modern policing. • To introduce ICT innovative solutions centered on strategic policing that will facilitate public participation in the policing • To develop technological driven Citizen and Law Enforcement Analysis and Reporting (CLEAR) program, that is designed within the context of police-community-partnership for efficient and effective law enforcement • To provide and maintain a system for data collection, input analysis and necessary output • To provide and maintain security for all levels of access and privilege to information systems and technology in all Police formation • To ensure that Nigeria Police acquire the best ICT equipment that complies with global law enforcement standards • To evolve law enforcement technological solutions that will set pace for other security agencies globally • To periodically conduct ICT related need assessment and advise the Force accordingly |
GENERAL SCHEDULE OF 'G' DEPARTMENT • Provision of universal platform for Information Communication Technology (ICT) for the force • Assessing Information Communications Technology needs of end users/field officers (System Analysis); • Management and administration of Nigeria Police electronic information systems/ databases/servers; • Deployment and Maintenance of Local area Network (LAN), Metropolitan Area Network (MAN), Wide Area Network (WAN) both Intranet and Internet connectivity(cable, wireless radio, satellite and optic fibre technologies) in all Police Formations nationwide; • To assess and recommend bandwidth requirements for the Force, and efficiently administer its usage; • To develop and maintain effective personnel record with the use of ICT; • Maintenance and repairs of Nigeria Police information / communications equipment; • Ensuring the integrity, security and Management of Police through the use of ICT; • Liaise closely with service providers/equipment vendors for proper and effective implementation of ICT related project ; • To manage and maintain the Automatic Fingerprint Identification System for the Force; • To manage and maintain the tracking and interception system for the Police • Field support to end-users (Patrol officers, administrators, strike force etc) • Troubleshooting; • Creates and manages Help- Desk for ICT related matters within the Force; • To ensure adequate representation of the Force in any ICT related forum locally and internationally; • To manage the Nigeria Police ICT institutions within the country; • To organize and coordinate ICT related skill acquisition programmes for the Force; |
