To check oil thefts and illegal bunkering, the Federal Government will deploy appropriate surveillance technology combat vehicles and boats to difficult terrains. Apart from ensuring full benefits of uninterrupted power supply, the Federal Government has also been urged to set up special courts for speedy prosecution of oil bunkerers and oil theft suspects. Bayelsa State Deputy Governor John Jonah, briefed reporters at the end of the National Economic Council (NEC) meeting in Abuja, chaired by Vice President Yemi Osinbajo. He was accompanied to the briefing by Enugu State Deputy Governor Cecilia Ezeilo, Kogi State Governor Yahaya Bello and Minister of Budget and National Planning Udoma Udo Udoma. Giving an update on the NEC Ad-Hoc Committee on Crude Oil Theft Prevention and Control, Jonah told the Council that the Committee set-up sometimes in 2013 consulted widely with relevant stakeholders including the Armed Forces Joint Task Force (JTF), Oil Companies, Oil Producing States, Nigerian Security and Civil Defence Corps (NSCDC), to arrive at the recommendations. More than 100 suspected unregistered schools across Britain have been identified, according to Michael Wilshaw, a chief inspector of schools. Wilshaw raised concerns about children’s safety, disclosing that his team spent five month on investigation. He added that there were many more children hidden away from the view of the authorities in unregistered schools across the country. He wrote a letter to British Education Secretary Nicky Morgan that inspectors have issued seven warning notices to those suspected illegal schools operating in London, Birmingham, Luton, Wolverhampton and Stoke-on-Trent. Wilshaw noted that they have interviewed a number of individuals under caution in relation to suspected offences. “What we have found so far is likely to represent only a small proportion of the illegal schools operating across the country, inspectors are hearing about suspected new cases every week,” he said. “I therefore remain extremely concerned about the number of children and young people attending these schools who may be at significant risk of harm and indoctrination.” He also believed that there must be a clear link between the growth of unregistered schools and the steep rise in number of children recorded as being home educated in England over the past few years. source : https://www.thecable.ng/100-illegal-schools-uncovered-britain |
The Project Manager of a Chinese civil engineering and construction company, Etim Abak, on Monday told the Senate Committee on the Federal Capital Territory that former President Olusegun Obasanjo awarded the Abuja Rail Project in 2007 without an engineering design or a Memorandum of Understanding. The Minister of FCT and current governor of Kaduna State, Mallam Nasir el-Rufai, allegedly signed the $841.645,898m contract based on an uncalculated estimate. The committee was also told that the contract, which was for 60.67-kilometre rail project, was inflated by $10m per km and that the length was later reduced to 45km without refund of the cost for the 15.67 km that was dropped off from the project. The Senate committee, led by Dino Melaye, who were at the site of the project to carry out oversight functions, therefore, demanded the refund of $195,878,296.74 being the amount for the 15.67km that was cut out, from the Chinese firm handling the project. Abak told senators that the contract was signed by the then FCT minister without design and MoU, and that it was carried out based on conceptual design. Abak said, “The contract was awarded based on conceptual design and estimates were not properly done. There was no formal design submitted and rail bridges and crossover bridges were not captured in the contract.” Melaye said his findings revealed that the rail project was inflated by over $10m per km and wondered why such an act was perpetrated by the handlers of the project. The senator added that the contract sum was $841.645,898m and that the project completion period was 48 months while the scope of work was 60.67km standard gauge, with double railway tracks and associated permanent way within the FCT. He wondered why the 60.67km project was later reduced to 45. 245km without reduction in its cost. He said, “Now, you have reduced the length of the standard gauge from 60.67km to 45.245km, meanwhile, there is no concomitant reduction if you juxtapose the length in kilometres and the reduction in terms of the cost. “If we are to spend $841m for 60.67km and now you have reduced to 45.245km and the only reduction in terms of monetary value is from $841.6m to $823m and with a reduction of just about $17m, that to me is not commensurate to the reduction in terms of length. “The Federal Government has so far invested N31.5bn and another N7.6bn from the SURE-P fund and if you put these together, we have altogether N39.1bn invested in the rail project, leaving the balance of N113. 233,155.32. “The N3bn proposed in the 2016 national budget for the FCT was for the rail project. If you look at this, I would want to say that I did a personal research and looked at rail construction of the same specifics, of the same technology across the globe and one cannot but complain that the cost of railway project in Nigeria is on a very high side.” He wondered why it was costing the Federal Government so much to construct a railway of just 45 km unlike the construction of the same specifics across the globe. He questioned the rationale behind the government’s loan of $500m from Exim Bank of China for the project, saying that the money which the Federal Government had so far injected into the project was enough to execute the entire project. He said, “From my own calculation, in fact, from my comparison with other rail projects across the world, the Federal Government investment in this project is enough to execute the project without taking a loan as high as $500m from China. “From our research and it’s very simple, the world is now a global village. As you are sitting here now, on your phone you can google, even in India and Egypt. “Fortunately, one of those projects in Zambia was also done by this same company, CCE. We have six countries and the average cost per km, none is above $4m per km. Nigerian judiciary needs complete overhaul – CJN Chief-Justice-of-Nigeria-Justice-Mahmud-MohammedThe Chief Justice of Nigeria, Justice Mahmud Mohammed, says the Nigerian judicial system needs a complete overhaul in order to ensure quick and inexpensive justice delivery. Mohammed spoke on Friday in Abuja, at the inauguration of the Alternative Dispute Resolution Centre of the National Industrial Court of Nigeria, NICN. “There is needed for an overhaul of the Nigerian Judicial System in order to render it fit for the 21st century circumstances; there is need to ensure that justice is quick and inexpensive. “Litigation has become slow, costly and highly inflating, especially given their complexity, endless interlocutory applications and potential for acrimony,’’ he said. The ADR centre is an arm of the NICN, which seeks to resolve disputes through a neutral mediator, devoid of litigations; which absolute agreements would be upheld as consent judgment. While commending the NICN’s initiative and vision in instituting an ADR centre, which he noted was the first in the West African sub-region; the CJN said the centre would ensure swift dispensation of justice without acrimony. “It has now become abundantly clear that ADR offers a more flexible, people-oriented dispute resolution mechanism. “The ADR would help prevent widespread industrial relations crises if given adequate support,’’ he added. The CJN further urged the NICN to employ capable mediators and build the capacity of the centre’s staff to ensure that the “wheels of justice move more freely.’’ He expressed the hope that the centre would be a reference point for affordable and accessible justice for peaceful resolutions. Justice Babatunde Adejumo, President of the National Industrial Court of Nigeria, gave the assurance that the centre would ensure adequate resolution of labour related issues. “One pivotal aim for the centre is to assist parties in dispute to collaborate towards settling their disputes and arriving at a win-win or mutually acceptable agreement in less costly, speedy and efficient manner. “With the establishment of the court’s ADR centre, the court’s mission of an efficient, timely and just system of justice delivery will be further enhanced. “Our goal is to have matters determined within 12 months from the time of filing,’’ he said. Adejumo said the centre’s headquarters is located in the NICN headquarters in Abuja, with zonal centres in Kano, Gombe, Ibadan, Enugu and Calabar. He said the court was making remarkable progress towards its vision to bring justice delivery to the door steps of the people at minimal cost, inconvenience and delay. 20 feared killed as Nigerian troops arrest Shi’te leader, Elzakzaky The leader of the Islamic Movement of Nigeria, a group propagating the spread of Shi’te Islam in Nigeria, Ibrahim Elzakzaky, has been arrested by Nigerian troops, following a siege on his Zaria residence, PREMIUM TIMES can reveal. A credible source in the sect’s hierarchy also told PREMIUM TIMES that a top leader of the movement, Muhammadu Turi, and the head of the medical team of the sect, Mustapha Saidu, and several others were killed during the siege. The Nigerian Army and members of the sect have accused each other of instigating attacks that led to the death of members of the movement on Saturday. While the Army accused the Shiite followers of attempting to assassinate Nigeria’s Chief of Army Staff, Tukur Buratai, the Islamic movement said soldiers simply decided to attack “defenseless people”. It was gathered that the Nigerian troops sustained a crackdown on the members of the sect throughout the night as heavy shootings and sounds of explosions were heard in Gellesu and Sokoto Road, where Hussainiyya – the spiritual centre of the sect – is located. Residents of the area told our reporter that they saw armoured tanks demolishing the Hussainiyya shrine and the residence of the leader of the sect. A source at the military hospital in Chindit Barracks Depot of the Nigerian Army, Zaria, told PREMIUM TIMES that they received 19 bodies of people killed in the encounter. According to idomavoice.com, the man who was only identified by his first name, Ayo, had been secretly having sex with his own daughter for a period of time till she became pregnant. The man, according to the report, had lived with his family in the south western part of Nigeria and only returned to his country home in Ejule with his daughter and had refused to remarry after he broke up with his first wife and mother of the girl. But no one knew that his reason for refusing to marry another woman despite pressure from his family was that his daughter actively played the role of a wife for him until she got pregnant. Even with her tummy protruding, the lady refused to mention who had gotten her pregnant till the deadly Alekwu deity began to torment Ayo and he began to act strangely and gave a full confession of the abominable act that he has been perpetrating with his own blood daughter. ![]() He was reported to have told the elders of the land that he did not know what came over him to sleep with his daughter, blaming the devil for the act. An elder in Owukpa said it was the greatest abomination for a native to commit incest. “Before now, if a man puts his daughter in the family way or a brother impregnates his sister, the baby would not live; if the baby escapes the wrath of the gods, the community would have it buried alive or thrown into the bush for ekwembi (bush baby).” Another villager named Agene, a local farmer however, thanked God for the timely revelation by the deity. “If not for the powers of Alekwu, that shameless man would not confess to the abomination he committed with his daughter. Dotting the supermarket are other popular relaxation spots; such as the famous Yahuza Suya, a local food mini-market, a salsa (dance) spot and other relaxation spots for children and adults alike. There was a police van parked adjacent to the supermarket. It was the close of work and fun lovers were trooping in to let their heads down and relax at different spots. To many residents in the city area of the Federal Capital Territory, Wuse 2 is a refuge zone for family and friends after a hectic work day. But what is unknown to a lot of people is that it is also a haven for drug dealers. The hard drugs’ trade After discovering the haven about three months earlier, and making discreet connections, our correspondent posed as a drug buyer with tentacles in Lagos. “Bros, I get SK, hemp and SK. Abi na Charlie (cocaine) you want?” asked one of the dealers as our correspondent walked into their ‘den’ in Wuse 2. In Abuja, the street names for cocaine are ‘coke,’ ‘crack’ or ‘charlie.’” “I get ‘Loud’ and ‘SK’,” said another who approached our correspondent from the opposite end. SK (skunk) is a very potent mix of Indian hemp and other narcotic leaves. SK is one of the most common among drug dealers in Abuja. Users say it is much stronger and more expensive than ordinary hemp and marijuana. The active ingredient in marijuana/cannabis is Tetrahydrocannabinol, which creates the euphoric effect in the user. Ibrahim (not real name), one of the dealers, walked up to our correspondent. “Tell your driver to drive away from the supermarket area, especially away from the police van before any business transaction can take place,” he said to me. Tall, slim and tough looking, he took out a wrap of marijuana and drew in a puff, like his life depended on it. “How much is SK?” Our correspondent asked. “N1,500,” Ibrahim said. After a brief bargain, we settled for N1,000. In a flash, he brought out a pack containing five white wraps of sticks and handed it over. His eyes kept scanning the area for any suspicious movement. Then, he dashed off to get cocaine from another dealer a few metres away. He returned with a wrap and handed it over. “Dis one na coke, raw one. Na correct one, I no get the powder one now,” he said. Inside the wrap were two small white crystals. He sold it for N1,000. Although SUNDAY PUNCH discovered that cocaine was mostly sold as a white powder, the cocaine can be made, through some chemical process, into “crack” forms, that look like crystals. Users sniff powder cocaine through their nostrils, while the crack forms are smoked. He also sold a wrap of ‘loud’ for N2,000. ‘Loud’ is a street name for a mixture of hemp and heroin. The contents were brownish in colour. Heroin sold on the streets is said to be usually found in other colours such as brown or black due to colouring that comes from additives used to dilute it. However, experts say in its purest form, it is a fine white powder. Drug users often say the mixture has a more intoxicating effect than ordinary hemp. A National Drug Law Enforcement Agency official told SUNDAY PUNCH that users and dealers devise combination to suit their preferences. “I mix the heroin well. One wrap is okay for you. Buhari Cancels Weekly FEC Meeting New information has emerged on the weekly Federal Executive Council (FEC) meeting which usually holds every week since the returned of democratic rule in 1999 will now take place once in two weeks. According to The Cable reports, President Muhammadu Buhari has made the decision that the weekly Wednesday meeting is surplus to requirement. A senior government official said that the meeting which in the past centred on awarding of contracts would now be for performance appraisal of ministers and serious policy issues. The official stated: “And FEC will no longer be all about awarding contracts but a serious discussion of policy issues and appraisal of ministerial performance.” It was learnt that so far the FEC meeting was held only once since the appointment of ministers which actually happened on the day of the inauguration of new ministers. It was observed also that FEC meet might not hold on Wednesday, December 2 because President Buhari’s international commitments and the next meeting date is still unclear. “The president believes once he has given you a job, you have to deliver. He was very painstaking in picking the ministers and he is convinced he has picked a very good team, so it is now left for them to deliver the goods with minimal supervision. “FEC meetings will now be for brainstorming on policies and performance review, not just contracts,” the official disclosed.
