The Nigerian National Petroleum Corporation has engaged the Department of State Security Services and the Economic and the Financial Crimes Commission to stop the hoarding and diversion of petroleum products. This is contained in a statement issued by NNPC’s Group General Manager, Group Public Affairs Division, Ohi Alegbe, in Abuja on Wednesday. The arrangement was to assist in the monitoring of nationwide fuel truck-out to retail outlets and to stop hoarding by unscrupulous marketers. Mr. Alegbe said NNPC was doing everything possible to normalise fuel supply and distribution situation in the country. The NNPC also apologised to commuters, motorists and the general public for the hardship faced in accessing petrol across the country. It said the Group Executive Director Commercial and Investment of NNPC, Babatunde Adeniran, during a visit to NNPC depot in Suleja, warned marketers against sharp practices. “Any marketer found wanting in the sale of petroleum products, including the NNPC retail outlets, would be sanctioned appropriately. “There will be no sacred cows as the corporation is working round the clock by supplying sufficient petroleum products to marketers to ensure that Nigerians enjoyed a yuletide season without pain. “We must all make sure that petroleum products get across to Nigerians at the regulated price, especially as the yuletide season approaches. “We have enough products and we want to plead with the Petroleum Tanker Drivers (PTD) not to be involved in the diversion of petroleum products in order to avoid causing untold hardship to motorists.” The Managing Director of the Pipelines and Products Marketing Company, Esther Nnamdi-Ogbue, said defaulters would be sanctioned. “The DSS and EFCC will arrest any marketer involved in sabotaging government’s effort in making petrol available to Nigerians,” Mr. Alegbe said in the statement.. “We have invited the EFCC and DSS to join us in this campaign of monitoring the movement of petroleum products and they have our mandate to sanction any errant marketer, enough is enough.” The NNPC urged Nigerians to desist from panic buying, saying that there were sufficient petroleum products to satisfy local consumption. The body of Senior Advocates of Nigeria on Wednesday charged judges to report lawyers who tried to unduly influence them to appropriate authorities, giving an assurance that the Nigerian bar was ready to kick such erring lawyers out of the legal profession. The body also rejected any plan for the establishment of special court to try corruption cases, saying that it would not solve the problems unless “judges who know the law and are conscious of their public functions” were in place. A Senior Advocate of Nigeria, Alhaji Abdullahi Ibrahim, spoke on behalf of the body at the valedictory court session held in honour of a retiring Justice of the Supreme Court, Justice John Fabiyi, at the court complex in Abuja on Wednesday. With the retirement of Justice Fabiyi, who attained the mandatory retirement age of 70 on Wednesday, the number of Supreme Court Justices dropped from 17 to 16. Abdullahi applauded the Chief Justice of Nigeria, Justice Mahmud Mohammed, who presided over the event, for banning politicians and lawyers handling political matters from visiting him, saying though the CJN’s directive “raises a serious moral issues for the bar”. The senior advocate also declared that no lawyer had immunity shielding them from being punished for misconduct as he urged the entire judiciary to stand up and be counted in the fight against corruption. He said, “There are stories of counsel going around trying to influence the bench. The immediate past National Security Adviser, Sambo Dasuki, has said he is not a thief as being speculated by President Muhammdu Buhari and his aides. The former NSA also accused Mr. Buhari of being desperate to hang some former public and military officers who risked their lives to serve the country. In a statement Wednesday, Mr. Dasuki, a retired colonel, described the way the Presidency was feeding the public with allegations against his person and other yet-to-be-named public officers as “theatrical.” President Buhari had on Tuesday received the interim report of the investigative committee on arms procurement with an order for the arrest of all indicted persons in the arms scam. The information was contained in a statement by the president’s Special Adviser on Media and Publicity, Femi Adesina. According to Mr. Adesina, the committee which was inaugurated on August 31 is yet to complete its work. He, however, noted that the interim report has unearthed several illicit and fraudulent financial transactions. “As part of the findings, the committee has analysed interventions from some organisations that provided funds to the Office of the National Security Adviser, Defence Headquarters, Army Headquarters, Naval Headquarters and Nigerian Air Force Headquarters, both in local and foreign currencies,’’ the report stated. It stated that so far the total extra budgetary interventions collated by the committee was N643.8 billion while the foreign currency component was $2.2 billion. But Mr. Dasuki debunked the allegations, saying the Presidency quoted absurd findings in a bid to draw public sympathy. “For undiscerning Nigerians, they may tend to assume that the allegations were true and pronounce the former NSA guilty as charged,” Mr. Dasuki said. The former NSA said the statement by the presidential spokesperson and former President of the Nigerian Guild of Editors, was nothing short of propaganda aimed at casting aspersion on his person. “To set the records straight, Nigerians should appreciate that the AVM Jon Ode-led panel did not invite the ex-NSA under any guise before arriving at its ambiguous findings. “At least, fairness demands that the panel ought to hear from Dasuki instead of its recourse to hasty conclusions. “If the panel had been more patient and painstaking, it would have been availed of all relevant documents on some of the jaundiced findings.” As if acting a script, Mr. Dasuki said the Presidency alleged that the panel accused him of awarding fictitious contracts between March 2012 and March 2015. But contrary to the claim, Mr. Dasuki said he was not the NSA in March 2012 and could not have awarded any contract during the period. According to him, the former President, Goodluck Jonathan, appointed him NSA on June 22, 2012. He explained that all contracts and accruing payments were made based on the approval of Mr. Jonathan, adding that due process and military procurement regulations were followed in all the transactions. “Nigerians should note that all the services generated the types of equipment needed, sourced suppliers most times and after consideration by the Office of the NSA, the President will approve application for payment,” said Mr. Dasuki. “For sensitive sectors (military/security), there was no room for awarding fictitious contracts. The conclusions of the panel were presumptive, baseless and lacked diligence. “There were no fictitious contracts; contract sums were not diverted and the relevant services in writing acknowledged delivery of equipment. For all procurement, the Nigerian Army, the Air Force and the Nigerian Navy have their contractors.” While awaiting judicial process on the allegations, he argued that it was proper to make some references to show that the presidency was just desperate to hang some former public and military officers who served the nation at the risk of their lives. He said it was laughable for the panel to assume that four Alpha jets and 12 helicopters were not delivered to the country. He cited a memo from the immediate past Chief of Air Staff, Air Chief Marshal Adesola Amosu, with reference number NAF/905/D/CAS, dated November 28, 2014, in which the Nigeria Air Force acknowledged receipt of Alpha jets and the helicopters. On October 21, 2014, he said NAF also confirmed the receipt of F-7 N1 aircraft combination of 250kg bombs and accessories at $2,894,000 with the cost of freight at $1,200,000 as well as receipt of 2xTri Shield 36DG Tactical radars. In another letter of December 1, 2014, signed by L.S. Alao (on behalf of the Chief of Air Staff), the Air Force said it received five containerized fuel storage and dispensing units with equipment. He also noted that the Nigerian Army wrote to the Office of the National Security Adviser, ONSA, to acknowledge the delivery of 14 armoured tanks. In a December 13, 2014 memo, he indicated that the Brigade of Guards thanked ONSA for releasing N30m for RCA, Operation allowance for Troops on Op Urban Sweep II for third and fourth quarters of 2014. He further indicated that his office installed CCT cameras at the Brigade Headquarters, two backscatter bomb detection vans and other equipment. On November 26, 2014, the immediate past Chief of Defence Staff, Air Chief Marshal Alex Badeh, sought approval of the award of one pair of uniform (in the interim) for the Armed Forces at N165, 375 to El-Jahab Mubarak Nigeria and N330, 750,000, for two pairs. “These are some of the acknowledgment letters submitted to me by the end-users (the services). It is not for me to go and find out whether the equipment were delivered or not. I am not the one keeping the inventories, Mr. Dasuki stated. “To show that I have nothing to hide, I submitted a comprehensive list of all requests for procurement by the services, the items bought and those equipment being awaited to His Excellency, President Muhammadu Buhari, long before I left office. If there were issues, I should have been questioned. “I was just the clearing house, I did not award contracts to my company or proxies. There was no contract awarded or equipment bought without approval from the then President and Commander-In-Chief. I am not a thief or treasury looter as being portrayed. “In order not to endanger the nation’s security, there are many salient issues and contracts which I cannot put in public domain. I am ready for trial on all these allegations in order to prove to Nigerians that I did nothing untoward in office. We will certainly meet in court. “I have a lot to tell Nigerians but in the interim, they should not believe some of the allegations as the gospel truths. The good thing is that some of the key actors in the present administration were parts of the past process being viciously challenged. “As for my tenure as the nation’s NSA, I acted in the interest of the nation and with utmost fear of God. I did not use the office for any self-serving agenda. The National Drug Law Enforcement Agency has said that an estimated 16 million Nigerians use Indian hemp while another seven million are on cocaine and heroin. Ahmadu Giade, NDLEA chairman, disclosed this at the official presentation of an anti-drug abuse campaign tagged ‘Be Smart, Don’t Start’. The campaign, which includes a television commercial, is jointly promoted by the Agency in collaboration with the Celebrity Drug-Free Club. “77,488 suspected drug traffickers were arrested by the NDLEA between 2000 and 2013 for various drug offences even as over 100 officers died in the line of duty since the Agency commenced operations in 1990,” said Mr. Giade. Members of the Celebrity Drug-Free Club that featured in the commercial include Dayo Adeneye, Ogun State Commissioner for Information and Strategy and Chief Executive Officer of Prime Time Entertainment; Wilson Ighodalo, President of Drug Salvation Foundation and Convener of NDLEA Celebrity Drug-Free Club; and Azuh Arinze, Publisher and Editor-in-Chief of Yes Magazine. Others include Godwin Enakhena, a sports broadcaster; Uche Nnaji, Chief Executive Officer of Ouch Clothing; and Wilson Joel, a music producer. “These ambassadors are genuinely motivated to contribute their quota to the growth and development of our country,” said Mr. Giade. “They have invested their time and material resources towards the success of this campaign. This is one community service that is worthy of emulation. The House of Representatives has asked for a status report on the Nigerian communications satellite, popularity known as NigComSat-1. The satellite, which was first launched into the orbit on May 13, 2007, cost the Federal Government N34bn and the contact was executed by the China Great Wall Industry Corporation. However, a member from Enugu State, Mr. Toby Okechukwu, told the House that the satellite was de-orbited in November 2008 due to some technical faults. He added that though the satellite was relaunched in December 2011, with a lifespan of 15 years, he alleged that NigComSat-1 was “lying idle in space.” Okechukwu expressed disbelief that the satellite had remained idle in space at a time that Nigeria was facing multiple communications challenges, including high cost of Internet. He called on the House to investigate the alleged inter-agency rivalry between the National Space Research and Development Agency and the Nigeria Communications Satellite Limited, said to be the reason why the satellite was idle. Okechukwu’s motion read in part, “The House observes that despite the enormous communications potential of the NigComSat-1, coupled with its 28 active transponders and 12 redundant transponders as payloads, Nigeria’s NigComSat-1 has not been put to optimum use since 2011 when it was relaunched.” The House said that when put to use, the satellite could conveniently support over 168 television stations “simultaneously and each television programme could be broadcast in three or four different languages concurrently.” The House demanded a status report on the satellite and directed its committees on Science/Technology and Information Technology to investigate the alleged rivalry between the two sister government agencies. The Premier League has been ranked fourth for giving football fans value for money while Germany's Bundesliga offers the best quality game for the price, according to a new index. Part of the reason for the Premier League's ranking compared with the Bundesliga are their respective ticket prices, according to the GoEuro Football Price Index. England took top spot for the most expensive country to go to a match, with Premier League tickets costing an average of £53.76 a ticket, closely followed by Spain where tickets cost an average of £50.83, and the second-highest average cost for a travelling fan. Germany's average ticket price is just £23.02, according to the index. The index picked 25 top-tier leagues and took the average price of a match ticket, from all stadiums of all teams, excluding luxury or VIP packages. The quality of the leagues were measured using several world football rankings such as UEFA, FIFA and third party databases. It found the best value leagues for Britons to travel to based on the quality of the league and the cost of the ticket is Germany, followed by Spain, Portugal and then England. GoEuro chief executive Naren Shaam said: "It costs almost the same to travel to Germany to see a Bundesliga match as it does to stay in the UK and attend a Premier League game. "Each week more than 2,000 British fans travel to see Borussia Dortmund play, in addition to the 1,500 Brits travelling to St Pauli games in Hamburg and the 1,000 Brits going to Union Berlin games on a weekly basis. Under the arrangement, the allocation for the month of October will be used for the payment of the salaries of teachers while that of November will be used to pay local government staff thereby resulting into automatic one month areas for both categories of workers by the end of this month. He said the state has enough money to pay everyone whose appointment has been verified to be genuine and advised those whose salaries were delayed to discard rumours that their entitlements were diverted stating that challenges being experienced with the introduction of the e-payment system needed time to be surmounted. The Adviser added that the deductions from salaries were the normal Pay As You Earn, PAYE tax been effected to enable government provide basic amenities. |

The Chairman of the Code of Conduct Tribunal (CCT), Mr. Danladi Umar, has signed the warrant for the arraignment of six former governors for falsifying their assets declaration forms. The six former governors, according to investigation conducted by our correspondent, include ex-Benue State governor, Gabriel Suswam, and his Cross River State counterpart, Liyel Imoke. The identities of the four others could not be ascertained at press time. Also to face trial is a retired permanent secretary for abuse of office while a former governor from the North East is beleived to have gone on exile barely a week after the conclusion of paperworks for his trial. Investigation conducted by our correspondent revealed that the the trial of the ex-public office holders will start any moment from now. A source who spoke in confidence said: “The next batch for trial at the Code of Conduct Tribunal includes six ex-governors and a retired permanent secretary. The former governors are from the North-Central, North-West, South-South and North-East. “All these ex-governors will be formally notified of their pending trial next week. Some of them have got wind of it and were already scouting for the charges. “In fact, security reports indicated that the ex-governor from the North-East got wind of his likely arraignment before the CCT and chose to go on self-exile. “When all is set for his trial and he fails to show up, a bench warrant will be issued for his arrest and the International Police (INTERPOL) will be mandated to fish him out.” At press time, there were findings that more than 15 former governors under-declared their assets in gross violation of their oaths of office. “Most of these governors preferred to hide their assets but, unknown to them, their aides or aggrieved members of their cabinets or parties and short-changed business partners used to expose them,” a source in the Code of Conduct Bureau said. The constitution says: “Subject to the provision of this Constitution, every public officer shall within three months after the coming into force of this Code of Conduct or immediately after taking office and thereafter (a) at the end of every four years; and (b) at the end of his term of office, submit to the Code of Conduct Bureau a written declaration of all his properties, assets, and liabilities and those of his unmarried children under the age of 18 years. “The Bureau shall have power to receive declaration by public officers made under paragraph 12 of part 1 of the Fifth Schedule to this Constitution. “Examine the declarations in accordance with the requirements of the Code of Conduct or any law. “Retain custody of such declarations and make them available for inspection by any citizen of Nigeria on such terms and conditions as the National Assembly may prescribe. “Ensure compliance with and, where appropriate, enforce the provisions of the Code of Conduct or any law relating thereto. “Any statement in such declaration that is found to be false by any authority or person authorized in that behalf to verify it shall be deemed to be a breach of this Code. “Any property or assets acquired by a public officer after any declaration required under this Constitution and which is not fairly attributable to income, gift, or loan approved by this Code shall be deemed to have been acquired in breach of this Code unless the contrary is proved.” “Receive complaints about non-compliance with or breach of the Provisions of the Code of Conduct or any law in relation thereto. Investigate the complaint and, where appropriate, refer such matters to the Code of Conduct Tribunal.” But disturbed by the legal issue surrounding the constitution of the Code of Conduct Tribunal, President Muhammadu Buhari has initiated moves to put in place a full panel. There are only two members in the tribunal instead of three recommended by 1999 Constitution. The one-judge vacuum has made some of those arraigned to seek redress at the Court of Appeal and the Supreme Court on the ground that the tribunal was not fully constituted for a proper trial. Three nominees have been recommended out of which the President will appoint one as a member of CCT. This will put paid to any complaint about the constitution of the tribunal. “The three nominees are undergoing security checks after which the President will appoint one of them, “ a government source said last night. Section 15 of Part 1 of the Fifth Schedule to 1999 Constitution says: “There shall be established a tribunal to be known as Code of Conduct Tribunal which shall consist of a chairman and two other persons. “The chairman shall be a person who has held or is qualified to hold office as a judge of a superior court of record in Nigeria and shall receive remuneration as may be prescribed by law. “The chairman and members of the Code of Conduct Tribunal shall be appointed by the President in accordance with the recommendation of the National Judicial Council. “The National Assembly may by law confer on the Code of Conduct Tribunal such additional powers as may appear to it to be necessary to enable it more effectively to discharge the functions conferred on it in this schedule.” http://thenationonlineng.net |

The Justice Elizabeth Kpojime Commission of Inquiry, which resumed sitting at the Makurdi High Court Four on Wednesday, said the Benue State Bureau for Local Government and Chieftaincy Affairs paid N18.7bn meant for primary school teachers’ salaries into an unknown account with First Bank in Makurdi. Testifying before the commission, the Permanent Secretary of the Bureau, Mr. Emmanuel Ikpe, who could not give a satisfactory explanation on the identity of the owner of the bank account, appealed to the commission to invite the former Special Adviser of the Bureau during the period under investigation, Mr. Solomon Wombo, and the then Permanent Secretary, Mr. Asen Sambe, to give the required clarifications. He said N1.8bn monthly salaries of primary school teachers owed between October 2013 and June 2014, was lodged in the fixed deposit account number 1017993231 with First Bank. Ikpe admitted that the Bureau made payments between January and May, 2015 to the tune of N18.7bn into the unknown account at First Bank, Makurdi, adding that officials of the bank refused to give the Bureau details of the account when the Director of Finance and Administration approached its officials. When the Commission demanded to know who from the Bureau made the payment of N4.6bn in May and N5bn in June last year among others, Ikpe said the then Accountant, Mr. Isaiah Ipevnor, and Sambe, who was the accounting officer, were in the best position to explain. On why N3.4m was being paid monthly by the Bureau to a contractor, Ameh Technology, Ikpe explained that the Bureau had entered into a contractual agreement with the company for the supply and maintenance of generators in the 23 local government areas of the state. He however stated that since he became the Permanent Secretary, the money had not been paid to the contractor and the Bureau was thinking of terminating the contract so that if any local government needed such a service, it would request for it. When Kpojime also demanded to know why Ashitech, Ashifood and Akpo Integrated Limited were being paid between N40m and N45m monthly, the Permanent Secretary requested for time to enable him to look into the records and furnish the commission with details. The Supreme Court has ordered the suspension of the trial of the Senate president, Bukola Saraki, at the Code of Conduct Tribunal. Mr. Saraki is facing a 13-count corruption charge at the tribunal. He denies the allegation of false asset declaration and graft. Two High Courts and a Court of Appeal had earlier rejected his request to quash the charges. Before doing doing so, the court of appeal halted the case briefly to allow it take a decision. On Thursday, the Supreme Court also said the corruption case against Mr. Saraki “should tarry a while” pending the conclusion of an appeal he brought before it.
