November 26, 2024 Press Statement Imo Gov’t has siphoned N116bn from workers' salaries, yet to implement the old N30,000 minimum wage — PDP *State's civil servants dying of hunger with lowest salaries in Nigeria The Peoples Democratic Party (PDP) in Imo State has uncovered a fraudulent scheme by the Gov. Hope Uzodimma-led administration in the State by which it has diverted N116bn from workers' salaries in the last four years and eight months. The conduit is the government's inexplicable and criminal refusal to implement the old N30,000 national minimum wage and the deprivation of promotion benefits, allowances and other entitlements meted out to workers. Imolites will recall that Imo civil servants immediately began to complain of non-payment of salaries upon Uzodimma's assumption of office in January 2020. For some, their salaries were slashed. The previous administration had initiated the payment of N30,000 minimum wage, but Uzodimma came in and reversed it. Some workers were sacked unjustly. As the issue generated ripples, the Governor was quick to say that he was conducting a sanitization of the workforce to block leakages arising from ghost workers and that his administration was already saving N2bn monthly from that. But the Governor and the State Government have yet to account for the money till today. As a result of this wickedness, Imo workers today are dying of hunger and deprivation, and fare worse than their counterparts in other States. Our findings reveal that the humongous sum has found its way into the private pockets of the most powerful officials of the government. Evidence from all the ministries, agencies, and parastatals shows that Level 8 and 10 workers (graduates) still earn just a fraction above N40,000 monthly. In other words, graduate workers in Imo State do not earn up to N50,000. No ministry—be it agriculture, works, commerce and industry, finance, education, etc.—is left out, and the workers are groaning in pain. Local government workers are also included. Long-serving security guards, messengers, and gardeners earn between N27,000 and N30,000, while new intakes earn less. At the State's institutions of higher learning, Level 12 and 13 lecturers, who have been working for many years, only earn around N120,00 a month. A professor at the Imo State University (IMSU) cannot boast of earning N300,000 a month in salary. Compared to their counterparts in other parts of the country who earn N500,000 and above, it is astonishing that this is happening in Imo State. With Level 8 and 10 graduate workers earning less than N50,000 in Imo State, it clearly shows that the Uzodimma administration has not implemented the N30,000 minimum wage, and there is no plan in sight either to comply with the N70,000 national minimum wage agreed upon this year. Yet, the State Governor went about initially saying that Imo was paying N40,000 as minimum wage. He has recently positioned to extend the deception, claiming to be making plans to implement N70,000. But we know these are all lies. Furthermore, the Governor has deprived workers of promotion benefits. In 2022 and 2023, the State government announced promotions for workers. However, to date, no Imo worker has received an increment of even a kobo to his salary. The yearly additions to salaries, which usually happen in July, have not occurred even once during Uzodimma's two terms in office. This is not just wicked but also criminal. For five years, the government has not paid other allowances to workers. For example, Lecturers in the Medical Faculty of the Imo State University have not received their Call Duty and Hazard allowances since the inception of the present administration. It is the height of wickedness and insensitivity that Uzodimma and his cohorts, knowing that at 43 dollars per month, Nigeria's minimum wage is way lower than that of Rwanda, South Africa, Togo and Benin Republic have $188, $249 $87 and $86 respectively, and seeing that Nigeria’s inflation has made prices of food, other goods and services four times higher from the last two years, ultimately eroding the purchasing power of Nigerian workers, still refuses to fully implement the previous N30,000 agreed to in 2019, not to mention implementing the new national minimum wage of N70,000, and on top of that have deprived workers other benefits. Minimum Wage: Uzodimma Has No Sense of Humanity By Lancelot Obiaku To understand how tough the economy has become, one who earns and depends on a monthly salary in the region of N70,000 to N100,000 would be considered to be living in poverty. If such a person has a family that depends on him or her for daily sustenance, then that family, large or small, is living in abject poverty. This is the reality of today's Nigerian economy. From such a paltry sum, the worker is expected to pay exorbitant house rents and electricity bills, and buy from a market where food prices and those of other goods and services are now three to four times higher than they were just two to three years ago. Therefore, many will argue that the N70,000 minimum wage is insufficient and does not meet present-day economic demands. Nigeria's minimum wage is only about 43 dollars per month, as compared to $188 and $249 for Rwanda and South Africa, respectively. Togo, with $87, and Benin Republic, with $86, have higher minimum wages than Nigeria. The despondent lecturer complained bitterly that the present administration, for five years, has never paid their Call Duty and Hazard allowances, regretting not accepting offers that came to him a few years ago to work at a university in another state, as he wanted to be patriotic and work for his own state. With Level 8 and 10 graduate workers earning less than N50,000 in Imo State, it clearly shows that the Uzodimma administration has not implemented the N30,000 minimum wage, and there is no plan in sight either to comply with the N70,000 national minimum wage agreed upon this year. Does Governor Uzodimma want Imo people to completely forget that the State is one of the oil-producing states that earn extra billions from the 13% oil derivation fund? If workers cannot be paid what is due to them, and as and when due, what has he been doing with Imo's monthly allocations, LGA allocations, the 13 percent oil derivation fund, Internally Generated Revenue, and the N2bn saved monthly from leakages in the wage bill and other sources of revenue? These are funds running into tens of billions per month that the government does not account for. If Gov. Uzodimma does not feel the pain of Imo workers who still earn meager salaries in a harsh economy and have not improved the State in any way, then it is evident that he has no sense of humanity at all. Other south east governors have announced their own minimum wage and declared October as implementation month but that is not what the governor is thinking, he said both federal government and his state civil servants can go to hell. He has continued to pay workers meager salary. |
