unfortunately it seems this site is no longer active.  But if you want text-to-speech synthesizer for Igbo language specifically, you can find one at www.igbotique.com.  It also comes with an extensive audio Igbo-English dictionary. All the words are tone-marked and and various dialects are supported. |

www.igbotique.com has a text-to-speech synthesizer for Igbo language. It has a special keyboard that allows you to write Igbo words with Igbo letters and tone marks, then it sounds out the word for you. |
