Nigeria happens to adopt the Gregorian calendar for its official activities and declaring the first day of the calendar workfree is not out of place and doesn't in any way suggests the Christian is being favoured.

Declaring 1st of Muharram workfree by some state governors in the north is very unconstitutional since official activities of those those states are not with reference to Islamic calendar. Most importantly, the Prophet never said 1st of Muharram be workfree and declaring such day as workfree is what is called bidi'ah (addition of practices that are neither carried out nor recommended by the Prophet).
