A man suspected to be mentally unstable on Saturday jumped to his death from a bank's network mast in Sango area of Ibadan.

Confirming the incident to the News Agency of Nigeria, the Oyo State Police Public Relation officer, Olugbenga Fadeyi, said the naked victim came to the Wema Bank branch in Sango.

Disappointingly, the Rauf Aregbesola led administration also failed to engage local and foreign investors and in return attract investments to the State Of Virtue. Perhaps, we should discuss one of the strides of his led administration which was massive investment in Education sector - building of modern schools, donation of ‘OPON IMO’ learning gadget to pupils, and the school feeding program introduced by the government. In addition, the government did well in the construction of roads across the State, building and rehabilitation of health centers, promotion of tourism among other achievements.

But, Osun State does not have the financial capacity to sustain projects whose life expectancy is solely dependent on the financial status of the State. Again, the people are not self-sufficient enough to pay taxes that would be used to service and maintain the aforementioned strides. It is a known fact that Osun Sate does not have the capacity to delve into huge capital intensive projects like construction of Airport and its likes.

No doubt, huge investment in infrastructure is the bedrock of development in every State, but it must be done modestly. States with low IGR develop by seeking partnership with prosperous States and getting loans that would be properly channeled into massive infrastructural development that are capable of driving investment and growing small businesses, and in return stimulate the economy in a way that loan repayment would not inflict hardship on the people of the State.

Beyond massive investment in sustainable infrastructural development, the leadership must distant itself from white elephant projects and focus on human capital development, so as to make the people self-sufficient and in return be able to pay taxes that would be used to service and maintain the infrastructures in the State. It should interest you that steady power supply is achievable in Osun State, good roads can be built across the State, functional and affordable health care centers can be built across the State, more modern schools can also be built, we can improve on security in the state, we can pay salaries and pension in due time, we can have more good tidings in Osun State, but only when we have a purpose driven leadership.

In addition, we must not fail to enlighten the people that these infrastructures come with a price, and that the people must be willing to contribute their quota towards the sustenance of these infrastructures – taxes and tariffs must be paid but this is only possible when the people are self-sufficient and have confidence in the leadership of the State.

In a State like Osun where there are untapped potentials in tourism and Agriculture to mention a few, it is unappealing to see evident failures on part of the State leadership to key into this rich endowment and explore the residual human capital potentials in the State. Disappointingly, tertiary institutions in the State are underfunded, lecturers are not fulfilled and the infrastructures are decaying. This can end.

Going by the perseverance of the people in the ongoing hard times in the State, it is no fallacy to say that the people of Osun State are ready to pay more dues, but one must not fail to ask if the leadership is well equipped with the necessary political will and knowledge to use these dues judiciously. For Osun State to become great, visionary leadership must be put in place.

In conclusion, I wish to state clearly that the economic prosperity of Osun State is not dependent on the political party in power and wishful thinking but rather it is solely dependent on the resoluteness and determination of the people themselves and those at the helms of affairs of the State, to make the State great.

Leadership is everything. Leadership is all of us. Government must be transparent, else it will lack the needed credibility and integrity.

Now, we should discuss the obvious reasons for the present state of the economy of Osun State – Nigeria, and why the situation will not change until the people themselves and their leaders take pragmatic steps.

Expectedly, the people of Osun State have been yearning for infrastructural and human capital development in the State, but it is disappointing that a majority of the people don’t know how much the State generates in Internal Revenues, receives from Federal Allocation Account monthly, the current debt status of the State and how tranches of the Paris Club refunds given to Osun State were spent. Had the people know how little the State generates in IGR and how poorly it has been managed by successive governments, they would have been in consonance with reality that the only way out of the present situation is having a leadership that has the political will and think-tank to drive both indigenous and foreign investment to the State, which is solely dependent on the confidence of investors in the government’s readiness to invest in massive infrastructural development and provide a business friendly atmosphere.

However, the publication with facts and data from the National Bureau of Statistics (NBS), Office of the Accountant General of the Federation, FAAC and Debt Management Office (DMO), is consistent with the mandate of NEITI which clearly shows that Osun State is underperforming in revenue generation and collection, annual budget implementation and also reveals the huge debt on the State – N8.96B in IGR, N165.91B in Debt, N31.5B in Total FAAC, N40.46B in Total Revenue, N152B annual budget 2019.

As we continue on this discourse, we must be reminded that Osun State people who used to be predominantly self-sustenance in Agriculture and other traditional occupations have suddenly become a State with majority of them on the government payroll – Civil Servants. It is on record that Former Governor Bisi Akande made efforts to trim the over bloated structure but it was repelled with disdain by people who were at the receiving end because the approach was probably faulty.

Today, Osun State recurrent expenses seemingly shoots above the State IGR. No doubt, this is a great concern and of course one of the impediments to the growth and development in the State. Inarguably, a State with monthly recurrent expenditure higher than IGR can not experience sustainable growth and development, except the monthly Federal Allocation is huge enough to fill the vacuum created by the low IGR, leakages and mismanagement of funds in government is brought to the nearest possible single digit, and earnings of public officials are reduced considerably.

For Osun State to grow amidst the present financial challenges, the leadership of the State must invest in human capital development that will cushion the effects of the necessary and considerable reduction in size of the State workforce and encourage the people to be self-sustenance, source for funds in loan and grants that would be invested into sustainable infrastructural and human capital development capable of driving investments and in return stimulate the economy.

Above all, the successive monumental leakages and mismanagement of funds in Osun State must be reduced - with the funds realized channeled into developmental projects – this would help the people to feel the presence of the government in their respective communities and in return restore their confidence in the State leadership.

Firstly, it is conspicuous that Osun State has one of the lowest internally generated revenue in the committee of Nigerian States and that the monthly Federal Allocation the State receives has been unable to cushion the effects of the poor economy on the people of the State. This piece is poised at discussing the economy of Osun State - the failure of past leaderships of the State, from 1999 till date, and how the people themselves have also contributed to the present situation in the ‘State Of Virtue’.

In brevity, the economy of Osun State is one of the poorest in Nigeria, civil servants in the State have been receiving modulated salaries and the level of infrastructural development in the State does not commensurate with the monthly federal allocation and the huge debt on the State. Inarguably, the inability of the State’s leadership to meet its full obligations and responsibilities to the over bloated workforce is due to the unwillingness of the leadership and lack of strategic plans to revive the economy and to pull the people out of abject poverty.

In fairness to past leaderships of Osun State, it is important that we make a clear comparative of how they met the economy of the State, the state of infrastructure – Basic and Social amenities, their efforts to increase the performance of the economy - adopting economy stimulating models, and most importantly the status of the economy at the dusk of their stewardship. Unfortunately, this piece shall discuss it at a glance, because it is extremely difficult to x-ray the economy of the State, taking to the fact that none of past leaderships of Osun State was interested in running an ‘open government’ – where the people are well informed of the actual financial status of the State from the dawn of a new government to transition of another government.

Almost everything to include quarterly stewardship – state of the State, budget execution, debt profile, salaries and allowances of public office holders, allocations for infrastructural and human capital development, and monumental looting of State funds were all buried in secrecy.

Inarguably, Osun State has never been on the frontlines in the committees of States with robust economies and strategic planning to attain greatness, not even during the early post-colonial era and under military rule. The State has always taken the back seat and struggle for survival – because of the generational vacuum created by leaderships that lacked the political will to turn the fortunes of the State around and claim a place among frontiers of other prosperous States, and also the unwillingness of the people to drive the economy by themselves.

Hypothetically, Osun State was not designed to compete and become great – this became evident immediately after her separation from the old Oyo Empire, but there are others in this category who have surpassed Osun State through their dedication to growth and development. In Osun State, the case is different – the past leaderships did a little and waited for the monthly federal allocation which often times ended up in the coffers of certain individuals.

An undergraduate of Nnamdi Azikiwe University, Awka, Anambra State named Agbata Pauline was yesterday found dead.

Her under wears and eyes were supposedly not found on her. She was found at the Commissioners' Quarters behind the Anambra State Government House.

An inhabitant who spoke to reporters on conditions of anonymity reported;

"The corpse of the 300 level undergraduate of the college was dropped by the roadside around the Commissioners' Quarters by an obscure vehicle."

He stated, "The genuine reason for her death has not been discovered, yet the corpse has been removed by the police.

"She was discovered dead without her clothing and eyes at an intersection before Demonstration Primary and Secondary School, Commissioners' Quarters, Awka, near GRA Phase 3 Agu Awka, a suburb of the state capital.

"This is one in many deaths recorded among students of the university. My advice is for these girls to be mindful of the kind of men they go out with; they should be mindful of these men in flashy cars in town because all that glitters is not gold."

"The State Police Public Relations Officer, Haruna Mohammed, confirmed the story to our correspondent."

The United States is not happy with Nigeria over its unability to increase minimum wage for workers.

This is contained in a recent report titled, "2018 Country Reports on Human Rights Practices" published on the the Department of State website.

It goes thus: "The legal national monthly minimum wage was 18,000 naira ($49.54). Employers with fewer than 50 employees are exempt from this minimum, and the large majority of workers were not covered.

"There was no official estimate for the poverty income level. Implementation of the minimum wage, particularly by state governments, remained sporadic despite workers’ protests and warning strikes. In general, penalties were not sufficient to deter violations.

"The law mandates a 40-hour workweek, two to four weeks of annual leave, and overtime and holiday pay, except for agricultural and domestic workers. The law does not define premium pay or overtime. The law prohibits excessive compulsory overtime for civilian government employees.

"The law establishes general health and safety provisions, some aimed specifically at young or female workers. The law requires employers to compensate injured workers and dependent survivors of workers killed in industrial accidents.

"The law provides for the protection of factory employees in hazardous situations. The law does not provide other non factory workers with similar protections. The law applies to legal foreign workers, but not all companies respected these laws.

“By law workers may remove themselves from situations that endangered health or safety without jeopardy to their employment, but authorities did not effectively protect employees in these situations.

“The Ministry of Labor and Employment is responsible for enforcing these standards. The Labor Ministry employs factory inspectors and labor officers, and 42 inspectors are dedicated to enforcing laws related to child labor, but its Inspectorate Department stated it did not have sufficient staff to properly monitor and enforce health and safety conditions.

"The department is tasked to inspect factories' compliance with health and safety standards, but it was underfunded, lacked basic resources and training, and consequently did not sufficiently enforce safety regulations at most enterprises, particularly construction sites and other non factory work locations.

"Labor inspections mostly occurred randomly but occasionally occurred when there was suspicion, rather than actual complaints, of illegal activity. In addition the government did not enforce the law strictly. Authorities did not enforce standards in the informal sector, which included the majority of workers."

Rep Ademola Samuel, the Electoral Chairman in his speech to adekka tv appologised on the mistake of not putting the nicknames of the contestants in the ballot paper. He said;

"Adekkatv, as the official broadcast station for today's Election, I am happy to inform you that, all is now set for the Election, when Adekka tv correspondence in Osogbo, asked the chairman on the modalities for the Election, the Chairman said that, it is a mistake on their part not to put the nicknames of the contestants, we are sorry".



ELECTION GUIDELINES

1. Election will hold at both Ogbomosho and Osogbo campus simultaneously. There are two POLLING UNITS in total, one in Ogbomosho (MLS, 200L classroom, CHS, Ogbomosho) and 600LT, CHS, Osogbo.

2. All students across these levels 200L, 300L, 400L and 500L will be eligible to vote. And provided their names appear on INEC VOTERS REGISTER.

3. With 2 above, such member will present an identity card, carrying the name, department and the matric number of such individual. Please note that the Electoral Officials will verify every individual before they can be allowed to vote.

3. Polls will open at both units by 11am today 18th March, 2019 and will close at 3pm. We WILL adhere strictly to time.

Sorting and counting shall commence immediately.

4. Ballot papers to be given out today have serial numbers and must be signed by the presiding electoral officer. This will ensure the validity of your vote, take note.

5. Any issues that may arise prior to, during and after the election should be forwarded to and will be dealt with by the Electoral officers.

6. All candidates and their verified agents are advised to be well behaved and adhere strictly to the rules.

They (the agents) shall be allowed to inspect the Electoral materials alongside with any available observer before the commencement of the process.

In view of this, all agents are enjoined to make themselves available by 10am today, both at Ogbomosho campus and Osogbo campus.
7. INEC'19 wishes us a hitch free election.

Osun State Governor, Gboyegba Isiaka Oyetola, has reacted to the rumour making the rounds that the government has continued to pay civil servants half salaries, despite the campaign promises he made.

This was stated in a press statement issued by the immediate past Osun Commissioner for Information and Strategy, Adelani Baderinwa yesterday. The governor also alleged the opposition party of being behind the spreading of rumour, adding that they are trying to incite civil servants against the state government.

The statement goes thus: "The government is not unaware of the rumour being spread by the lazy opposition members on the false and imaginary return of modulated salary payment to the workers of the state.

"The rumoured return of modulated salary remains a rumour and there is no iota of truth in it.

"Gov. Gboyega Oyetola had, during the presentation of 2019 budget, declared that the era of modulated salary payment was gone, and we are happy to reaffirm that the governor is still more committed to his statement of striving to pay full salary to civil servants.

"We would also like to state that Gov. Oyetola would not in any way take any arbitrary decision on matters affecting the civil servants."

The Supreme Court has dismissed an application filed by Patience Jonathan, wife of the former president of Nigeria, seeking to upturn the interim forfeiture of N2.4 billion as ordered by a Federal High Court in Lagos.

The Economic and Financial Crimes Commission (EFCC), had traced the money to her and alleged that it was the proceed of illegal activities.

The N2.4 billion, with respect to EFCC was kept in the bank account of La Wari Furniture and Baths Limited, domiciled with EcoBank Plc.

Justice Mojisola Olaterogun in 2017 ordered the interim forfeiture of the money, and held that anyone interested in it should appear before the court to show cause why it should not be finally forfeited to the Federal Government.

Dissatisfied with the ruling, Patience Jonathan approached the Court of Appeal, Lagos Division, seeking to upturn the ruling of the lower court.

Nevertheless, on January 12, 2018, the appellate court, in a lead judgement read by Justice Mojeed Owoade, upheld the interim forfeiture order.

Not satisfied with the ruling of the appellate court, Patience, through her counsel, Mike Ozekhome, SAN, again filed an appeal challenging the ruling before the Supreme Court.

The five-man panel of Supreme Court justices again in a unanimous ruling, delivered yesterday, March 15, 2019, upheld the interim forfeiture order of the N2.4 billion.

Last week, a five-man panel of Supreme Court justices, had on Friday, March 8, 2019 in a unanimous judgement, also dismissed Patience Jonathan’s appeal against the interim forfeiture order of a Federal High Court, Lagos, for another $8.4 million traced to her by the EFCC and believed to be proceeds of illegal activities.

The Former vice president and the presidential candidate of the Peoples Democratic Party in the just concluded General Election, Atiku Abubakar; and the governor-elect in Oyo State, Engr. Seyi Makinde, held separate closed-door meetings with the former President of Nigeria, Chief Olusegun Obasanjo at his residence in Abeokuta, the Ogun State Capital yesterday.

It was gathered that Atiku arrived at Obasanjo Presidential Library around 1pm and spent one hour with his former boss.

Kehinde Akinyemi, Obasanjo’s media aide, affirmed the meeting.

Akinyemi, further stated that, the meeting is private.

Nevertheless, a source at the meeting reported that, Atiku came to seek further advice from Obasanjo on the next step to take after his loss at the poll.

Meanwhile, Makinde and Obasanjo held another closed-door meeting two hours after Atiku had left.

Makinde was reported to have arrived Obasanjo’s residence around 4pm and went straight to the inner room of the former President.

The duo later emerged from the closed-door meeting and held another meeting with some chieftains of the PDP, including the former deputy chairman (South) of the party, Chief Olabode George.

With respect to Obasanjo’s media aide, his boss gave warning to the governor-elect in Oyo State against running a selfish government.

"Please, run a government that will be make them ask, 'Where has this type of government been all this years in Oyo State?'

"You must give them something positive; you must give them good democracy and not that one my younger brothers will call pocketing democracy,” the statement quoted Obasanjo as saying.

The governor-elect reportedly said the visit was to appreciate and seek wisdom from the elder statesman

Mr Ndu Ughamadu, its Group General Manager, (Public Affairs Division), confirmed this to the News Agency of Nigeria (NAN) in Abuja on Wednesday. He said that the portal for the recruitment was opened on Wednesday.

With respect to Bashir Ahmad speech, the Personal Assistant to PMB on new media, Dr Hadiza Balarabe, will be the first female deputy governor in the history of Kaduna and the core North. The profile of Dr. Hadiza Abubakar is giving below;

Dr. Hadiza Abubakar Balarabe was born in 1966 in Sanga Local Government Area of Kaduna State. She studied Medicine at the University of Maiduguri, and graduated in 1988. She was a Senior Registrar at the Ahmadu Bello University Teaching Hospital before joining the services of the FCT in 2004. Dr. Hadiza Balarabe has been the executive Secretary of the Kaduna State Primary Health Care Development Agency, since February 2016.

She was chosen by Governor Nasir El-rufai as his running mate for the 2019 Governorship election in 2018, which took place on March 2nd, 2019. They were returned elected as Governor and Deputy Governor on the 11th of March.

The Independent National Electoral Commission on Sunday started the announcement of the results of governorship and state Houses of Assembly elections held in the country on Saturday.

The results released so far revealed some surprises and upsets across the country. For instance, the ruling All Progressives Congress in Oyo State lost the governorship poll to the Peoples Democratic Party. The APC candidate, Adebayo Adelabu, backed by the incumbent Governor Abiola Ajimobi, lost scandalously to his PDP’s counterpart, Seyi Makinde, with a margin of 157, 635 votes. While Makinde polled 515,621 votes, Adelabu came second with 357,982 votes.

The results showed that out of the 33 LGAs in the state, Makinde won in 28 councils, including that of his rival’s, while Adelabu won in five LGAs.

Also, as it was during the February 23 presidential and National Assembly elections in Kwara State where the incumbent Senate President, Bukola Saraki, lost his bid to return to the Senate, his party lost all elective positions in the March 9 polls.

The Kwara State APC governorship candidate, Abdulrahman Abdulrazak, swept the poll to beat his PDP counterpart, Abdulrazak Atunwa, with a margin of 216,792 votes. Abdulrazaq polled 331,546 votes to emerge as the winner of the election.

His PDP counterpart, Atunwa, polled 114,754 votes to emerge as the runner-up.

Also, the APC governorship candidate in Lagos State, Babajide Sanwo-Olu, won a landslide victory over his closest rival, Jimi Agbaje of the PDP. Observers had expected Agbaje to give Sanwo-Olu a run for his money, but this was not to be as the political machinery of the national leader of the APC, Bola Tinubu that backed the new comer was too much for Agbaje. Sanwo-Olu, who scored 739,445 out of the 977,476 total valid votes in the election, defeated 44 other candidates to emerge as the governor-elect in the state.

The candidate of the PDP in the election, Agbaje, polled the second highest votes in the election with 206,141 votes. The PDP candidate was beaten with over 500,000 votes.

Meanwhile, the governorship candidate of the APC in Ogun State, Dapo Abiodun, has emerged winner of the 2019 governorship.

The APC governorship candidate polled 241,670 votes to defeat the candidate of the Allied Peoples Movement, Adekunle Akinlade, who scored 222,153, leaving a margin of 19,517 votes. The APC won in 11 of the 20 Local Government Areas, while the APM had six LGAs.

In Enugu State, the incumbent Governor Ifeanyi Ugwanyi of the PDP also won his re-election bid as he beat his opponents to win the governorship poll. Ugwuanyi cleared all the 17 Local Government Areas results. The PDP candidate polled 449,935 to defeat the APC’s Ayogu Eze who polled 10,423 to come a distant second.

Meanwhile, the governorship candidate of the PDP in Akwa Ibom State, Governor Udom Emmanuel, has been re-elected for a second term in office.

Emmanuel secured 519,712 votes and won in the 30 LGAs in the governorship results announced by INEC, while his closest rival and candidate of the APC, Mr Nsima Ekere, garnered 171,978 and won only in Essien Udim, which is the LGA of the former Senate Minority Leader, Godswill Akpabio.

The West African Examination Council, WAEC, released the West African Senior School Certificate Examination, WASSCE results today (for private candidates, 2019-First Series), recording extremely failure in English Language and Mathematics as only 26 per cent passed.

Speaking at its national office in Yaba, Lagos, Mr Olu Adenipekun, the Head of National Office said;

"A total of three thousand one hundred and two (3,102) candidates representing 26.06 per cent obtained credit and above in a minimum of five subjects including English Language and General Mathematics."

He said that the results of three hundred and seventy-six (376) candidates, representing 3.16 per cent of the total candidature for the examination are being withheld in connection with various reported cases of examination malpractice.

With respect to him, the cases are being investigated, adding that reports of the investigations would be presented to the appropriate committee of the Council for consideration.

In the breakdown of the results, Olu Adenipekun said: "A total of twelve thousand two hundred and two (12,202) candidates registered for the examination, out of which eleven thousand eight hundred and ninety-two (11,892) candidate’s sat for the examination.

"Of the total number of candidate’s that sat for the examination, six thousand one hundred and eighty (6,180) were male, and five thousand seven hundred and twelve (5,721) were female, representing 52% and 48% respectively.

"Eleven thousand six hundred and eighty (11,686) candidate’s, representing 98.27% have their results fully processed and released, while two hundred and six (206) candidate’s representing 1.73% have a few of their subjects still being processed due to errors traceable to the candidate’s in the course of registration or writing the examination.

"Such errors are being corrected by the council to enable the affected candidate’s get their results fully processed and released subsequently.

"The analytical of the statistics of candidate’s performance in the examination shows that:
Eight thousand seven hundred and eighty-two (8,782) candidate’s representing 75.15% obtained credit and above in two (2) subjects.

"Seven thousand three hundred and thirty-two (7,332) candidate’s representing 62.74% obtained credit and above in three (3)subjects.

"Five thousand eight hundred and fifty (5,850) candidate’s representing 50.06% obtained credit and above in four (4) subjects.

"Four thousand three hundred and fourteen (4,314) candidate’s representing 36.28% obtained credit and above in five (5) subjects."
