There are many DHL outlets in Lagos. I used the tracking number they gave me and it got to Abuja within three days.

I submitted my application for the PhD scholarship program last week. I initially sent an email to the Romania embassy Abuja for clarification. They advised me to follow the instructions on their webpage and send it through DHL.
