Just like sirlop have advised, focus on ebay. It's not risk free, but safe to an extent.
If you can get an old ebay account, it will be better. If not, create a new account, set it up, allow it to stay at least 1week, if it wasn't suspended, start buying small items of between $100 to $300 per day.

To order with gift card, you need a US PayPal account and US shipping address.
There are also exchangers who render 'checkout' services if you don't have PayPal account.
