While politicians say they ‘have fulfilled their campaign promises, the citizens talk about bad roads, dilapidated educational and health infrastructures, increasing levels of crime and insecurity, hunger, poverty and a highly indisciplined and corrupt public system. The political class is always in denial of the obvious. A Two Horse Race And in spite of the citizen’s dissatisfaction with their political leaders, they continually emerge into public offices at every election, year in, year out. Since the emergence of APC as a mega political party, it is either one or the other. Cases of APGA and Labour party occupying government houses are far in between. No matter how good a candidate is, the truth is with a political system where the highest bidder is the winner (at the party primaries and actual election), you either have a deep pocket or a god-father with a deep pocket. The End of Mass Rigging…Welcome Vote Buying It has always existed since 2007 at the least. But with the extreme difficulty in rigging elections - the likes we have seen in years past, we officially welcome Vote Buying in the Ekiti State gubernatorial election. Now tested and trusted, we expect an even more large scale deployment in Osun state gubernatorial election in September. I have heard people name calling those who collected cash to vote. Say anything, in the face of poverty and hunger, what is the value of your power and right to vote your choice candidate/party. The Present is Good, The Future is Bright The political elite is happy that people can collect cash to vote. Same for politicians who gather people to distribute N200 and and 2 bowls of rice in their houses and in the streets. The existence of people in that bracket of society(usually the non-literate, down-trodden and economically unproductive) helps perpetuate the class of political leaders that continually put their interests forward rather than that of the country. It is the same reason why they continue to pay lip service to education and job creation. The political elite knows that education is light and that education is an emancipator on its own. A fairly educated citizenry cannot be massly bribed into voting(check out the bracket of people being offered cash for votes). For them, it is good that there is ignorance, hunger and poverty in the land. It is their ticket to perpetuation. Simply Wickedness They visit to countries with great infrastructures but return to their county to give their people shit. And you wonder, is it difficult to replicate US’s and Europe’s and Asia's development here? Not really. The political elite enjoys class differentiation-when people surround them in public to sing their praises rather than engaging them productively for a dole out of N200. A former Senate President while in office once remarked in a private conversation with an European who came to UCH in Nigeria to undergo an eye surgery which was only available in the country and another in 1978 that if there is development in Nigeria, there won't be a distinction between first class and second class. Putting It Together I acknowledged that had we enjoyed democracy in those years of military rule, we would most likely be better off than we are now, we would have fallen, risen and fallen and risen again. The political elite can only have it so long like this. As democracy continues to grow in years, citizens will continue to equally grow in the awareness of their role to actively participate in the political process. Name it what you can, a time comes when discussions will move from homes and offices into the streets. It is a part of the evolution of a nation. For Nigeria, it will either break her or make her. In the world over, people in power seldom move to create changes that put their positions at a disadvantage. It is the people who always rise to resist injustice and inequality. |

So it’s a period in US politics when Senators go back to their constituency for engagements and feedback. This year however, these town hall meetings have become very rowdy with angry constituents both Republicans and Democrats. There is one of Senator Tom Cotton, a Donald Trump ally, being grilled over plans to repeal Obamacare and the wall with Mexico in the state Arkansas. According to a report by the Telegraph, during the rowdy event held in relatively liberal voters in the north west of the state, the audience routinely screamed at the senator. One of the most heated moments came when a woman challenged the senator on repealing Obamacare. She praised the Affordable Care Act and outlined how without it, she would die “This is not hyperbole” she said. As the Senator attempted to move on from her question about how he would replace Obamacare, the crowd erupted in support of the woman. Another woman, who said her husband suffers from dementia, asked, “I have three members of my family who would be dead, dead! And homeless, if it was not for Obamacare…. What kind of insurance do you have?” “If you can give us better care than this, go for it,” she told the senator to huge cheers. That is how engaging policy discussions can be in some countries and it can only get better. In contrast to our nation Nigeria, it can be said with very little doubt that all town hall meetings organized by any politician be it a local government chairman, governor, lawmaker or the president is sure to be filled up with “strictly by invitation” guests and a large mass of government dignitaries, political party members and supporters. Giving an audience like this, the meeting is reduced into a campaign rally of sorts, the convener having lots to say about his good works without any honest, sincere and meaningful feedback. The essence of the town hall meeting is hence missed, a platform to present information to the citizens and hear their concerns and opinions; for citizens to voice their opinions and ask questions of elected officials for further policy amendments and formulations. In the many scenarios that has occurred in the US in the past couple of days, ordinary citizens have been very vocal about issues they feel concerns them and are talking tough right in the presence of their senators. Interestingly, there are some Senators who are avoiding these events altogether during this short congressional recess for obvious reasons. Civility and praise singing is however the norm in Nigeria. This explains the very low level of accountability of elected officials in Nigeria which continue to stifle the development of the country. Recently, TuFace Idibia announced his decision to organize a protest against the government only for a series of events – the police authority on one side and pro government supporters on another side to make him rescind his decision. Non-partisan political engagement must be seen as an integral part of political action in a democratic society. Without them, injustices would continue unchallenged and people would lose confidence in the democratic process. It serves the government itself to improve its performance quality by helping to find out which are the public’s majority concerns and preferences thus making the government more effective, democratic, transparent and legal. It also plays an important role in the decision-making process, by improving decisions through collection of considerations among the community who feel the impact of government actions for good or for bad. In conclusion according to Blendi Dibra, public participation in governance is a fundamental human right and its guaranteed by international conventions. Increasing citizen’s involvement to improve governance is one of the fundamental requirements in the development of democratic systems. Public participation however is by no means an easy thing to be accomplished. It requires much energy, time, and resources. Accordingly the process should be accompanied with a twofold awareness raising campaign. One hand the citizens themselves should be awaken on the important role they need to play in the agenda-setting process and on the other hand awareness raining work should be done also with public institutions and political leaders and representatives in order for them to fully recognize that a more active citizens’ participation in the policy elaboration would eventually facilitate efficient and sustainable implementation of right policies. To effectively respond to citizen needs, government needs to start listening to what citizens are saying and recruit their assistance in crafting effective policies and decisions. Citizens, at the other side, should use all legal areas to increase their participation as far as expressing their opinion about important issues is concerned as politicians seldom move to create changes that put their positions at a disadvantage. It is the people who always rise to resist injustice and inequality. In the end, building a nation with efficient systems-health, education, security, transport etc is not just talk; it takes leaders who are hardworking, dedicated and accountable and citizens who continuously demand accountability. A sound and growing economy, well equipped health facilities, quality and affordable education, good road networks and well developed water, rail and air transport, adequate housing, widespread infrastructure and a generally good standard of living. While every citizens of every country desire these benefits, it takes visionary and selfless leadership to attain them by those who the mandate to lead the country has been given. Even though, criteria for determining the degree of development of nations are mostly debatable, developed countries have a lot of elements in common. Economic criteria which includes a steadily growing GDP and high per capita income among others, a high human development index(HDI). All these and many more are a product of strong, visionary and hardworking leadership. While nations are in different degree of development, some nations seem completely left behind. Nigeria is one of such nations. Following independence, hopes were high and resources abound-human and earth. Nigeria was in the same league with emerging countries like Malaysia and Singapore. While this two countries have gone ahead to become near first class economies, Nigeria still grapples with intense poverty, dilapidated or non-existing infrastructure and mass unemployment. Why is this so? From the first interception of democracy in 1966 by the military and another one in 1983, the nation was no doubt deprived of valuable democratic experiences which would have helped in national development. Leadership challenges being faced today clearly shows that we are not on the path to development. Unfortunately, the leadership (local, state, federal, parliament and judicial)is always in denial of this. Yet there is crass corruption, government non-accountability, ineffective institutions, enormous poverty levels, massive unemployment, insecurity, grossly inadequate infrastructure cutting across health, education, power, transport, etc. There is no denying that everything starts and ends with leadership. Nigeria has the capacity to drastically reduce poverty, develop good infrastructures improve the standard of living of its citizens but the present crop of largely shameless, corrupt and mediocre regime of leaders will not take us there . Selfless and visionary leaders must emerge. Leaders who will not repress civil societies from holding government accountable leading to a participatory government; leaders who are not afraid of a well informed society;leaders who shun corruption, tribalism and nepotism; leaders who have a grasp of the twenty-first century leadership challenges and are ready to roll up their sleeves and get down to work. Governance seems to have stalled in Oyo state due to about a 50% fall in monthly federal allocation. As I wrote on my blog earlier this year(http:///2aq1134), this fall in monthly allocations has revealed the laziness in our political leadership at all levels who it now seems can only “perform only in times of prosperity”. However, fall in monthly federal allocation should not mean - An increase in wastes littering the city highways. It doesn’t take billions of naira to run an efficient waste management agency since the basic tools- trucks are already available. It only takes a passionate leadership concerned about the health, hygiene and ambience of the state. - A degradation in health services by state government health centers. If the government makes the health and well-being of the citizens a priority, it can work out modalities to ensure salaries of health workers are paid even before that of the politicians. - An escalation of insecurity and crime. I know the government and its sentimental sympathizers will not agree to this as they will say the state is one of the most peaceful states in the country. The atrocities by Okada riders and cab drivers (especially Micra cabs) have however risen. From kidnappings to robbery and even assassinations, the use of these transport means to perpetuate crime has not been addressed by the government. I do not think this will take billions to do. - Avoidable traffic as a result of roadside trading and setting up of Okada and motor packs indiscriminately. Though this was initiated in the governor’s first term (street trading), it was not sustained due to the quest to win the second term election. I remember the governor coming on radio after the elections retreating that he would commence the cleaning up of the streets and highways. It has not commenced and I doubt it will. The clearing of our streets and highways of trading and unplanned okada and motor parks needs planning and serious work as alternative and appropriate places should be provided for the traders and transporters. Stop gaps actions can however be done rather than a total abandonment of the cities and state default. - Potholes all around major portions of roads in the state. Grading/scraping of roads to restore the driving surface and drainage attributes will not take billions and would make these roads more convenient for use. It can also be done at the commencement of the dry season. There are others but even these ones alone and an attitude of service and responsibility to the citizens rather than one of lordship will re-assure the people that the government has their best interest at heart. “The real crisis is rather one of leadership, management and perennial egotism. I keep asking myself, ‘how did we get here?’ a bleeding economy, high levels of crime and insecurity, decaying and inadequate infrastructure in various sectors, increased quest for self determination by some sections of the country and on and on and on. In spite of all these myriads of national challenges (that are not insurmountable anyway), a constitution amendment get together by parliamentarians could have the time to debate immunity and life pension for National Assembly officers. I wonder how that ensures accountability in governance. (The get together was tagged “Towards Ensuring Governance Accountability in Nigerian Federalism”) Since post 1999, there have been a number of attempts by the legislators to amend the constitution for obvious reasons. The 1999 Constitution hurriedly put together by the Abdulsalami administration could not have been a product of the people. By virtue of the very nature of a military government, there is no democracy therefore no citizen participation in decision making which clearly negates the concept of representation. The 1999 constitution was completely not a product of the distillation of informed views of the citizenry. All these said, we are however still a long way from pulling out a constitution that can actually reflect a “We the people of the Federal Republic of Nigeria do hereby make, enact and give to ourselves the following constitution” . The present make up of National Assembly representation do not spark on the confidence that that can make that happen. Even though the process of amending the constitution as stipulated by the 1999 constitution itself is fair enough, the result of the attempt by the 7th assembly shows that the inputs and desires of the vast majority of the citizens can be whittle down to make way for self serving desires of the ruling class. It is my take that the National Assembly still lacks the robust, service-oriented, people minded and completely non-partisan and patriotic character that can produce a constitution that can move us forward in the right direction towards justice, peace and progress as a nation. This may also partly explains why the national assembly is not and will not be keen about any national conference where a number of recommendations do not go down well with their self-serving interests. Within two years, there have been two referendums in the UK. This is in spite of the fact that the government in power has already taken a position yet threw the window open for the citizens to decide their fate. There is also a parliament in place. In conclusion, the citizens must continue to put pressure on their representatives in both executive and legislature to act in their interests.
