What Quran says is that prevention of sales at price lower than the going rate is only allowed when it becomes the only means by which the interest of people can be served [al-Baqarah 2:275]. In that wise, majority of the jurist (Hanafi madhhab, the shaafa'is, the Hanbalis, Ibn Rush among the Maalikis, and of ibn Hazam, among the zaahiris] have the view that sales can be done at reduced price. And Allah knows best.
