If the marriage with the other woman was done under traditional rites or customary law, as we call it here in Nigeria, it is perfectly legal for him to marry another wife, same for islamic marriage.

But if the marriage was under statutory law, or done in a church, (which is covered by statutory law)..ie banns were done in a court of law before the church marriage, then the marriage is bigamous..and ilegal(If you have been to a church wedding, you would note that the bride, groom and representatives from their family sign a document which is legally binding and issued by the court. In some instances, they even have a rep from the court. Also, court marriages are covered by this matter).

The problem is, the man appears or it is implied (we dont know) to have done church wedding both times. That's not allowed under Nigerian law, unless he divorced his first wife.

It is also possible that wife no 1 has been divorced properly, but she hasn't accepted being divorced, and is being annoying. (she did take the post down, which may imply that). And it is possible that it is a bitter ex girlfriend, not a wife.
