The Nigerian National Petroleum Company Limited (NNPC Ltd) has signed a Memorandum of Understanding (MoU) with two Chinese firms for the restart, operation and expansion of the Warri and Port Harcourt refineries.

In a statement on Monday, NNPC’s Chief Corporate Communications Officer, Andy Odey, said the agreement was signed with Sanjiang Chemical Company Limited and Xingcheng (Fuzhou) Industrial Park Operation and Management Co. Ltd.

He said the deal is expected to pave the way for a Technical Equity Partnership (TEP) aimed at completing ongoing rehabilitation works and ensuring efficient operations of the refineries.

The MoU was executed in Jiaxing City, China, on April 30, 2026, by NNPC’s Group Chief Executive Officer, Bashir Bayo Ojulari, alongside the Chairman of Sanjiang Chemical Company, Guan Jianzhong, and Chairman of Xingcheng Industrial Park Operation and Management Co. Ltd, Bill Bi.

Under the proposed arrangement, the Chinese partners will support the completion of outstanding rehabilitation work at both facilities and take part in their operation and maintenance to achieve sustainable performance.

The partnership will also explore the expansion and upgrade of the refineries to meet cleaner fuel standards, improve profitability and boost petrochemical production capacity. It is further expected to support the development of gas-based industrial hubs around the facilities.

Speaking after the signing, Ojulari described the agreement as a major milestone following months of negotiations.

“All parties recognise mutually beneficial opportunities for the development and long-term sustainability of NNPC’s refining assets,” he said.

He added that the MoU represents a key step toward securing technical partners for the rehabilitation and expansion of the country’s refineries, while also unlocking opportunities in petrochemicals and gas-based industries.

Ojulari, however, noted that the agreement is non-binding and subject to regulatory approvals and further negotiations.

The rehabilitation of the Port Harcourt Refining Company was approved in 2021 at an estimated cost of $1.5 billion, with contracts awarded to Italy’s Saipem and other partners to restore its capacity of 210,000 barrels per day.

Similarly, the Warri Refining and Petrochemical Company is undergoing rehabilitation under a contract valued at about $897 million, aimed at reviving its 125,000 barrels per day capacity and integrating petrochemical production.

Both projects form part of NNPC’s broader strategy to reduce Nigeria’s reliance on imported petroleum products.

The Port Harcourt refinery had briefly resumed operations in late 2024 after years of inactivity but was later shut down due to operational and financial challenges.

ISWAP Militants Kill Soldiers, Burn Vehicles In Borno Base Attack

Militants from the Islamic State-backed faction of Boko Haram, the Islamic State West Africa Province (ISWAP), on Friday launched a deadly attack on a military base in Jakana, Kaga Local Government Area of Borno State, killing an unconfirmed number of Nigerian soldiers and destroying military equipment.

Military sources told SaharaReporters that the insurgents stormed the town in large numbers, opening fire indiscriminately before targeting the Army outpost with explosives.
A top military source said, “The attack occurred this morning, 06/02/2025, at an Army outpost along Maiduguri–Damaturu Road in Jakana town by Boko Haram terrorists, with many casualties recorded on our side.

“Their corpses have been transferred to 7 Division military hospital in Maiduguri.”
The terrorists, believed to be ISWAP fighters, reportedly destroyed armoured vehicles and military trucks during the raid. They also carted away ammunition and supplies from the military facility.
Sources said soldiers were forced to flee into the surrounding bush as the terrorists launched their coordinated assault from multiple directions.

“They came in different groups, and we couldn’t even count them,” one source added.
The incident comes barely days after another deadly ambush on a military base in Sabon Gari, Damboa Local Government Area of Borno State, in which multiple soldiers were reportedly killed.

Just a week earlier, seven personnel, including a newly promoted Lieutenant Colonel, were ambushed and killed by insurgents while en route from Maiduguri to Damasak in Mobbar LGA.

“The terrorists used explosives and heavy gunfire in that attack,” a source had said.
Several soldiers were wounded in that ambush, while some remain unaccounted for.

Despite repeated claims by the Nigerian Army that the insurgency has been “technically defeated,” attacks by ISWAP continue to intensify, especially in areas near the Lake Chad region.

Since the death of Boko Haram leader Abubakar Shekau, ISWAP has consolidated its control, attracting large numbers of former Boko Haram fighters.
The decade-long insurgency has claimed over 100,000 lives and displaced millions, particularly in Borno, Yobe, and Adamawa states.

The Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPCL), Bayo Ojulari, has revealed that Nigeria’s state-owned refineries were operating at what he described as a “monumental loss”, forcing his management team to halt operations to stop further financial damage to the country.

Ojulari made the disclosure on Wednesday in Abuja during a fireside chat titled “Securing Nigeria’s Energy Future” at the Nigeria International Energy Summit 2026, where he offered a rare and blunt assessment of the operational and commercial realities of the nation’s refining assets.

The NNPC boss acknowledged widespread public frustration over the refineries, noting that Nigerians had every reason to be upset considering the huge public funds invested over the years.

“On the refineries, Nigerians were angry. A lot of money has been spent, and expectations were very high. So we were under extreme pressure, extreme pressure,” he said.

Naija News reports that Nigeria’s four state-owned refineries, Port Harcourt (two plants), Warri and Kaduna, have consumed billions of dollars in rehabilitation and turnaround maintenance costs over decades, yet have largely failed to deliver sustained output.
Ojulari admitted that refining was not his area of expertise when he assumed office, having spent most of his professional career in the upstream oil sector.

“My background is upstream, so I was on a vertical learning curve. You are accountable, so you must learn very quickly. Otherwise, there is no escape,” he said.

According to him, accountability demanded a rapid and honest assessment of the refineries once his team settled in.

‘We Were Running At A Monumental Loss’
Ojulari said the true financial condition of the refineries became clear almost immediately after a detailed operational review.

“The first thing that became clear, and I want to say this very clearly, is that we were running at a monumental loss to Nigeria. We were just wasting money. I can say that confidently now,” he declared.

He explained that NNPC was feeding crude oil cargoes into the refineries monthly, yet utilisation hovered between 50 and 55 per cent, resulting in severe value erosion.

“We were spending a lot of money on operations, a lot of money on contractors. But when you look at the net, we were just leaking away value,” he said.

More worrying, Ojulari said, was the absence of any credible plan to reverse the losses.

“Sometimes you make a loss during investment, but you have a line of sight to recovery. That line of sight was not clear here,” he noted.
This lack of clarity, he said, made continued operations economically unjustifiable.
Ojulari revealed that halting refinery operations was one of the first major decisions taken by his administration.

“We decided to stop the refinery and do a quick check. We planned that if things were lined up, we would reopen and work on them,” he said.

According to him, shutting down the facilities was necessary to prevent further losses while reassessing their viability.

The NNPC chief further disclosed that part of the losses stemmed from the quality of products being produced, citing the Port Harcourt Refinery as an example.

“The crude we were taking into Port Harcourt was producing mid-grade products. When you aggregate their value compared to what you put in, it was a waste,” he said.

Ojulari acknowledged that the decision to halt operations was politically sensitive, given longstanding pressure on NNPC to keep refineries running to ensure fuel supply.

“There were political pressures to keep the refinery product, lots of pressure. But when you have been trained for over 35 years to focus on commerciality and profitability, you can’t sleep with that,” he said.

Nigeria’s refineries have for decades operated far below capacity, at times running at single-digit utilisation or shutting down entirely. This has forced Africa’s largest oil producer to rely heavily on imported refined petroleum products.

Between 2015 and 2023, successive administrations approved multiple rehabilitation contracts worth billions of dollars, yet domestic refining output remained negligible, intensifying public scrutiny of NNPC’s efficiency.

Ojulari’s remarks represent one of the most candid admissions by an NNPC chief executive that continued refinery operations, under existing conditions, were economically unsustainable. The comments underscore a broader shift within NNPC, under the Petroleum Industry Act, toward enforcing commercial discipline, even in politically sensitive areas such as domestic refining.

Initiative launched under national livestock development programme

The project was inaugurated by Deputy Minister of Environment, Water and Agriculture Mansour Al-Mushaiti and is part of the ministry’s work under the National Program for the Development of the Livestock and Fisheries Sector.
According to the ministry, the initiative aims to unify regulatory and digital systems across the camel sector. By formally documenting camel data, ownership details, breeds and health records, it establishes an authorised reference that can be used for veterinary response, regulatory oversight and transparent market operations.
What the Camel passport includes

The camel passport functions as a comprehensive identification document, ensuring that each animal can be accurately verified and tracked.

Boosting market value and supporting long-term planning

The camel passport is also expected to enhance the market value of camels by allowing pricing to be based on accurate and verifiable data, including health status, breed and lineage. This is expected to increase transparency in both local and international auctions.
Beyond trade, the project will support strategic planning by generating reliable data on camel populations, broken down by age, gender, breed and colour. The ministry said this information will help guide national livestock distribution, improve breeding efficiency through genetic performance analysis and support programmes aimed at improving local camel breeds.

Consequently, the Abia State Ministry of Housing will soon flag off the construction of a Civil Service Commission, Pocket -friendly Layout Estate in Umuahia as agreements have equally been reached by developers to construct various housing estates.

The Commissioner for Information, Prince Okey Kanu, disclosed this at Government House Umuahia while briefing news men on the outcome of this week’s State Executive Council meeting presided over by Governor Alex Otti.

According to the Commissioner, the move to construct housing estates across the state, which would be done through a Public Private Partnership (PPP) arrangement, is in line with the vision of Governor Otti to provide for the welfare of Abians.

“In line with the Governor’s vision to provide for the welfare of Abia citizens in terms of housing, the State Ministry of Housing will soon flag off the construction of a Civil Service Commission, Pocket – Layout Estate in Umuahia.

“This will provide quality and affordable housing to Abians. Also, the Ministry is in serious discussions with private developers, under the Public Private Partnership model for the proposed estates at Mbaisii and Mgbarakuma-Ubakala Umuahia.

“The Ministry is on the verge of signing necessary agreements for the developers to move to site without delay”, Prince Kanu noted.

The Commissioner disclosed that the Abia State Electricity Regulatory Authority (ASERA) will soon issue an order for the regularization of all electricity activities in the state before the end of January.

“This is one of the outcomes, of the release of the final transfer of regulatory authority,from NERC, to ASERA.

“As a statutory regulator of all electricity sector activities in the state, ASERA will issue that order to ensure quicker resolution of consumer complaints, stronger consumer protection, better service delivery, and a fair balance between operators and electricity consumers going forward”, Prince Kanu stated.

Contributing, the Commissioner for Housing, Architect Chiemela Uzoije, while explaining the reason behind the adoption of the name of the estate located at the former Civil Service Commission premises, said the housing estates, which is for all, would be affordable.

He maintained that the housing projects are in line with the determination of Governor Otti to change the narrative about public housing in the state and revealed how the estates would be developed.

“Some of them (estates) are going to be built by us. But the case of the civil service layout is what we call it because, it’s where the Civil Service Commission used to be.

“As a matter of fact, it’s not just for civil servants alone. It’s for the generality of Abians. So civil servants are included.

“We’re about to kick start some of our major projects. As a matter of fact, we’ve already done that because last year, sometime before the end of last year, we signed off with one of the developers who is currently working at Obehie in Ukwa West.

“That is what we call a site and services scheme. In other words, he’s developing the estate for us in conjunction with the state government.

“So that whole area (former Civil Service Commission premises) , we’re going to turn it into an estate for Abians and it’s going to be for medium income and a segment of the high income class.

“In that place, we’re going to have some blocks of flats. We’re going to have some semi-detached duplexes and standard duplexes.

We want to bring a new narrative into the housing sector of the state, because you can agree with me that so far, we don’t really have very functional housing estates in Abia state” Architect Uzoije explained.

Architect Uzoije further said that a combination of models are being applied for the estate development projects.

“The PPP model is going to come into place. Already it’s in place at Obehie, Ukwa West.

We are going to use the same model from Mgbarakuma and part of Ubakala, because we also have the intention of getting a new estate around there.

“But then, the ones inside the town, because of the way they are going to impact on our people in terms of creating jobs, the multiplier effect on the society, we want to make sure that people’s income will be beefed up because so many people are going to be involved.

“So like the Civil Service Commission, the government is going to handle that one and then we are going to create a lot of jobs.

Responding, the Minister of Aviation and Aerospace Development commended the Edo State Government for its proactive approach, describing the initiative as bold and forward-looking.

The Minister reflected on the historical prominence of Benin Airport, recalling its role as a major aviation hub for the former Midwest region during the era of the defunct Okada Air.

Commissioning the L-PRES Model Veterinary Hospital, the Deputy Governor, Ossai, described the facility as a critical infrastructure that will significantly enhance livestock health, disease surveillance, and safety standards, especially as the state positions itself for global agro-exports. “If our livestock produce will be accepted in the international market, this sort of infrastructure that guarantees the necessary precautions is indispensable,” he said.

Ossai further emphasised the strategic role of Enugu as the gateway to Southern Nigeria, a route through which a substantial volume of livestock from the Northern region passes. The commissioning of the hospital, he stated, enhances the state’s capacity to diagnose and care for animals in transit, improving national livestock logistics and safety.

He thanked President Bola Ahmed Tinubu Federal Ministry of Livestock Development and the L-PRES programme for the support, calling for stronger collaboration with the Enugu State University of Science and Technology (ESUT) to enhance veterinary training.

At the flag-off of the Enugu State Integrated Livestock Development Center in Ubahu, Nkanu East, Ossai said the Integrated Livestock Development Centre represents a cornerstone project in the state’s agricultural transformation agenda. “This groundbreaking is driven by our desire to ensure that agriculture moves from sustenance to business and becomes a tool for poverty alleviation,” he said.

He assured investors of an enabling environment, highlighting reforms undertaken by the administration to attract private sector participation. “Enugu State is open for business. We have invested heavily in an agricultural land bank with over 300,000 hectares available to willing investors.

We have reformed processes, de-risked investments and strengthened dispute resolution mechanisms,” he said.

Army, Major General John Enenche (retd.), has strongly defended recent United States airstrikes targeting ISIS enclaves in northwest Nigeria, insisting that opposition to the action is driven by selfish interests rather than national concern.

Enenche described the strikes as timely, necessary, and long overdue, arguing that Nigeria has suffered for decades from terrorism, banditry, and violent extremism without achieving a decisive breakthrough.

He said the intervention signals a turning point in the country’s long-running security crisis.

Speaking during a television interview, the retired general said the airstrikes, carried out in Tangaza Local Government Area of Sokoto State, showed serious international commitment to Nigeria’s fight against terrorism.

He noted that the impact of insecurity has gone far beyond loss of lives, extending to economic collapse, displacement of communities, and long-term instability.

“I am very happy about the development in the sense that this is an issue that has lasted for over two decades.
We have lost so many people, innocent people, despite trying various solutions: diplomatic efforts, dialogue, even bargaining and talking to bandits and terrorists as if there was no other solution,” Enenche said.

Drawing from personal experience, he recalled his time serving in affected areas more than 20 years ago and described the destruction he witnessed.

According to him, insecurity should not be viewed only from a military angle but as a broad threat affecting human lives, livelihoods, and national development.

“As a military man who fought in that area over 20 years ago, I saw with my own eyes the casualties, the rage and the devastation.
When you talk about security, you are talking about human beings, human security, economic security, cyber security. It affects everyone,” he said.

Enenche praised the United States for openly backing Nigeria, stating that clear support from a global power sends a strong message to terror groups.
He linked the action to earlier assurances from the U.S. leadership to assist Nigeria in tackling insecurity.

“America has come out boldly to say, ‘We are going to help you’. President Donald Trump came out and said they will assist Nigeria.
For me, this is the beginning of good things to come for this country,” he stated.

Responding to critics who fear that U.S. involvement could drag Nigeria into prolonged foreign conflict, Enenche dismissed such views as defeatist.

He argued that international cooperation has worked for Nigeria in the past and should not suddenly be seen as dangerous.

“Where some people see negatives, we should see positives.
Those who constantly project fear and pessimism, I see them as enemies of this country. Why didn’t we say this when Nigerians went to Liberia, Sierra Leone or Congo? Anytime Nigerians cooperate and act as a team, we get results,” he said.

He, however, stressed that Nigeria must take full responsibility for securing its territory.

According to him, foreign partners may provide air support and intelligence, but the Nigerian military and government must handle ground operations with seriousness.

“They may not put boots on the ground, but we must do the foot-on-ground work.
We must deploy the necessary resources, and that is where state governments and local governments must support this effort,” he said.

On doubts surrounding the intelligence behind the strikes, Enenche said the level of precision clearly showed advanced surveillance and targeting capabilities beyond what Nigeria currently possesses.

“Look at the capacity, look at the weapons used. Do we have that capability? This was intelligence-driven and precise.
These terrorists do not want to be followed to their staging or assembly areas,” he said.

The former army spokesman also warned that corruption and poor governance could weaken the gains if not addressed decisively. He urged the Federal Government to confront internal sabotage within the security system.

“We have to tackle corruption and poor leadership alongside this effort.
There should be no sacred cows.
From the highest rank to the lowest corporal, anyone found complicit should be dealt with decisively. Heaven will not fall,” he said.

Enenche added that international military cooperation often operates on mutual interest and should not be misunderstood. He said transparency is important, but secrecy in security agreements is sometimes unavoidable.

“A wise country always puts something on the table and looks at returns on investment. There is nothing wrong if some agreements are not made public. What matters is that Nigeria also puts its house in order,” he said.

He further called for expanded use of technology, especially drones, to maintain pressure on criminal groups.
He suggested that collective funding by northern states could support a robust surveillance and strike system.

“Since we introduced surveillance drones in some areas, criminal activities reduced significantly for like six months. We need to expand this.
If the 19 northern states are contributing N1bn monthly, that N19bn can be used to establish drone stations with surveillance and even lethal capabilities, as permitted,” he said.

Addressing growing opposition to the strikes, Enenche accused critics of undermining national interest. He specifically targeted individuals and groups condemning U.S. involvement.

“Anyone opposing this effort is anti-Nigerian. Either you have not lost a loved one, or you are benefiting directly from the insecurity. Even if it is my brother, my wife or my children, I will accuse them. The government should act decisively against such people,” he said.

He also rejected claims that Nigeria’s sovereignty or image would be damaged by foreign military support, insisting that saving lives must come first.

“Is this the first time Nigeria’s image has been damaged? No. We have already been labelled corrupt. But if this action saves lives, then the end justifies the means,” he said.

Enenche concluded by urging Nigerians to unite behind the security effort, warning that both external terrorists and internal collaborators must be confronted for the country to move forward.

“The government and the people must support this effort together. We must stop this monstrous menace, both the external terrorists and the internal collaborators, if Nigeria is to move forward,” he said.

Meanwhile, Politics Nigeria earlier reported that Islamic cleric Sheikh Ahmad Gumi has called on President Bola Tinubu to suspend all military cooperation with the United States following the airstrikes.

“This is the 15th time Muslims and Christians are gathering for this historic annual event to strengthen our relationship and foster unity,” he said.

Buru added that Muslim delegations presented gifts to the church as symbols of love, friendship and unity between the two religions.

He said the celebration took place amid economic hardship, insecurity, rising food prices, poverty and unemployment, stressing that interfaith cooperation and prayers remain critical to national stability.

The cleric noted that hundreds of Muslims have consistently attended the church’s Christmas services over the years and urged religious leaders to intensify prayers for peace.

“We are all children of Adam and Eve. We worship one God, have holy books, and believe in paradise and hell. These shared values should unite us,” he said.

An Islamic scholar, Salihu Mai-Barota, said Muslims attended the service to celebrate with Christians and to promote religious tolerance.

The group said the president must uphold the highest standards of integrity in his administration by ensuring that any act capable of bringing the government into disrepute is not overlooked.

Spokesperson of the group, David Isaiah Ijele, while addressing a press conference urged President Tinubu to take the allegations seriously and subject the minister to proper scrutiny, noting that similar issues had led to the resignation of former public office holders.

Ijele recalled that former Minister of Finance, Kemi Adeosun, resigned from office in 2018 over issues linked to her NYSC certificate, stressing that the same standard should apply in the current case.

“On this same certificate issue, we have seen a former Minister of Finance, Kemi Adeosun, resign, and also a former minister, Nnaji, step aside,” the group said. “Why is Tunji-Ojo still in office without a proper investigation into his own case?”

The organisation expressed concern that the explanations so far offered regarding the NYSC certificate controversy have raised more questions than answers, insisting that the matter requires an independent probe.

According to Centre LLI, the Department of State Services (DSS) should be mandated to investigate the allegations to clear the air and protect the credibility of the government.

“If President Tinubu, as an elder statesman, truly wants to leave Nigeria with a legacy worthy of his name, then Olubunmi Tunji-Ojo must be subjected to scrutiny and investigation,” the statement added.

The group maintained that transparency and accountability are critical to restoring public confidence in governance and warned that failure to act decisively on the issue could undermine the administration’s anti-corruption posture.

Tunji-Ojo has yet to officially respond to the latest call by the civil society organisation as of the time of filing this report.

Minister of Foreign Affairs, Yusuf Tuggar, says the Nigerian Air Force personnel previously detained in Burkina Faso have now arrived safely at an Air Force base in Accra, Ghana.

“I can confirm that the pilots and crew of NAF C-130 (913) have safely arrived at the Air Force Base in Accra. The successful outcome reflects Nigeria’s commitment to diplomacy, regional cooperation, and the leadership of President Bola Ahmed Tinubu in resolving sensitive matters through dialogue,” he wrote.

The Burkina Faso military authorities detained the soldiers after their aircraft made a forced landing in the country.

They were released on Wednesday, 17 December, after President Tinubu dispatched a delegation led by Tuggar to meet with Ibrahim Traoré, leader of the Burkinabé junta.

In a statement, Tuggar’s spokesperson, Alkasim Abdulkadir, said both sides amicably resolved the matter involving the Nigerian Air Force pilots and crew.

The personnel had been held for nearly two weeks after the Confederation of Sahel States (AES) described the landing as an “unfriendly act” said to be in defiance of international law.

However, the Air Force explained that the crew detected a technical issue that required a precautionary landing in Bobo-Dioulasso, the closest available airfield, in accordance with standard safety procedures and international aviation protocols.

Talks between Nigerian and Burkinabé officials were held in Ouagadougou on Wednesday.

Abdulkadir said Tuggar conveyed a message of solidarity from President Tinubu to Traoré, as both sides explored ways to deepen bilateral relations and strengthen regional cooperation.

He added that discussions focused on improving political, security and economic collaboration, with particular attention to joint responses to security threats and collective action through existing regional frameworks.

President Bola Tinubu on Friday announced a sweeping reset of Nigeria’s national security architecture, unveiling a new counterterrorism doctrine that classifies all armed groups operating outside state authority as terrorists, including bandits, militias, armed gangs, and their political or community enablers.

Speaking during the presentation of the 2026 Appropriation Bill to a joint session of the National Assembly, Tinubu said the new security overhaul represents a “holistic redesign” of Nigeria’s security framework, anchored on unified command, intelligence coordination, community stability and counter-insurgency operations.

“Our administration is resetting the national security architecture and establishing a new national counterterrorism doctrine; a holistic redesign anchored on unified command, intelligence, community stability, and counter-insurgency,” the president said.

“This new doctrine will fundamentally change how we confront terrorism and other violent crimes that have become existential threats to our corporate survival and have heightened anxiety among our people.”

Under the new framework, Tinubu said the government will no longer draw distinctions between different categories of violent non-state actors, declaring that any armed group acting outside the authority of the state would henceforth be treated as terrorists.

“Henceforth, and under this new architecture, any armed group or gun-wielding non-state actors operating outside state authority will be regarded as terrorists,” he said.

He listed those affected to include “bandits, militias, armed gangs, criminal networks with weapons, armed robbers, violent cult groups, forest-based armed collectives, and foreign-linked mercenaries,” adding that groups or individuals carrying out violence for “political, ethnic, financial, or sectarian objectives” would also fall under the terrorist classification.

Tinubu further warned that groups involved in extortion, kidnapping, or territorial control would face the same designation.

Members of any group extorting communities, kidnapping civilians, occupying or seeking to occupy territory within Nigeria will be classified as terrorists,” he said.

“The denominator is that if you wield lethal weapons and act outside the state’s authority, you are a terrorist.”

Beyond armed actors, the president extended the classification to those who support or enable violent groups, including financiers and political intermediaries.

"Any individual or entity that enables the listed groups as financiers, money handlers, harbourers, informants, ransom facilitators, and negotiators will also be classified as terrorists,” Tinubu said.

He added that “political protectors and intermediaries, transporters, arms suppliers, and safe-house owners will be declared as terrorists,” while warning that even influential figures would not be exempt.

“Politicians, traditional rulers, community leaders, and religious leaders who facilitate and encourage violent actions and terror within Nigeria and against our citizens are also terrorists,” the president said.
