Makes you even wonder if Road safety and VIO do not check this fuel tankers before they are allowed to enter a public road and while they are on the road.

It's not the job of NAFDAC to seize USAID donated drugs from traders who probably bought them from the NGOs. NAFDAC should only make sure that those drugs have not expired. The traders bought the drugs from the NGOs, so it is their property.
